PURPOSE 

To plan, develop, manage, evaluate, and optimise the procurement function of the Lesotho National Development Corporation (LNDC). To develop and implement strategic and operational plans to ensure that the LNDC has appropriate resources to support business and projected growth. To mitigate risks associated with supply chain operations, identify opportunities and threats in the environment relating to supply chain, and to implement systems and processes that optimise the procurement service delivered to the various business units. The incumbent reports to the General Manager – Legal and Administration Services. 

KEY RESPONSIBILITIES 

1. Operational Management 

  • Provide input to strategic plans of the section and compile comprehensive operational plans in line with the business unit strategy. 
  • Keep abreast with changes in relevant guidelines and other legislation, to make recommendations where policies and procedures need to be amended. 
  • Develop, enhance and implement policies, processes and procedures that are relevant to the section and enhance service delivery. 

2. Financial Management 

  • Analyse and report on departmental trends and operating requirements to determine funding requirements for the financial year. 
  • Manage and control short-term budgets of the department to ensure effective and efficient functioning within budgetary constraints. 
  • Monitor departmental expenditure against budget allocations and request reallocation as required. 
  • Comply with all financial, Supply Chain Management (SCM) and other LNDC regulations and policies. 

3. People Management 

  • Create and maintain a conducive environment for work, to ensure optimum performance is realised for the benefit of the department using appropriate Human Resources policies and procedures. 
  • Lead the team according to LNDC’s leadership principles and values, including managing employee lifecycle from recruitment through to exit, performance management, training and development, discipline and grievance management, retention, reward and people administration to ensure a high-performance culture. 
  • Comply with and implement all appropriate Human Resources policies and procedures. 

4. Stakeholder Relations 

  • Build and maintain relationships with internal and external stakeholders to ensure information, advice or opinions on relevant matters is made available and/or communicated appropriately and timeously. 
  • Utilise opportunities presented to enhance the relationship between management, unions and employees, and implement processes to maximise a collaborative working relationship. 
  • Establish strong working relationships with internal stakeholders, government agencies, suppliers and service providers, to influence relationships between key stakeholders to the benefit of the LNDC and its procurement operations.   
  • Develop effective communication and engagement strategies to ensure that business areas make informed choices and plans on procurement and logistical issues. 

5. Risk Management 

  • Put measures in place to reduce risk of fraud within supply chain processes. 
  • Monitor supply chain operations to identify exceptions and unusual trends and practices. 
  • Investigate and resolve issues identified, acting within policies and procedures of the LNDC, ensuring the mitigation of identified risks.  

6. Strategic Sourcing and Procurement 

  • Develop a sustainable, fit for purpose supply chain service, supported by cost-effective external service contracts, to enable the LNDC’s business service needs and commercial aspirations.  
  • Manage the end-to-end procurement process, including the development of specifications/ Terms of Reference (ToRs), and chair the Tender, Procurement and Evaluation Committee. 
  • Identify procurement items that can be consolidated under the procurement plan and streamline to reduce costs of high-volume items.  
  • Work closely with all business units to ensure the LNDC negotiates with suppliers and service providers, leading the negotiations team, along with Finance and subject matter experts.  
  • Create intelligence on sourcing trends to ensure cost effectiveness, value for money, delivery performance, customer satisfaction and innovation. 
  • ▪ Develop and implement contract management and procurement frameworks, sourcing strategies, negotiate agreements, draft and manage contracts, in consultation with the Legal office. 
  • Liaise with the LNDC’s Tender, Procurement and Evaluation Committee (TPEC) to seek/ obtain approval for procurements, where applicable. 
  • Provide procurement expertise to TPEC and challenge ideas for procurement. 
  • Manage the process of prequalification of bidders, including the notification and advertising of bids, bid openings and evaluation, award of contracts, reviewing claims, preparation and certification of payment certificates.   
  • Implement guidelines for the supervision, management, and monitoring of contracts for goods, works or services at business unit level including the receipt, review and clearance of deliveries, and the clearance of payments. 

  
7. Reporting 

  • Provide high level advice, through the provision of reports, on procurement matters to the executives to improve strategic sourcing across the LNDC.  
  • Prepare all procurement reports regularly and timely in line with the Procurement manuals and any other policy requirements 

QUALIFICATIONS AND EXPERIENCE

Degree in Procurement, Accounting or Supply Chain Management, A postgraduate degree will be an added advantage. 
Minimum eight (8) years’ experience in a similar role, 3 years of which are at Managerial level.

Permanent and Pensionable terms of employment.
