Applications are invited for the following vacant positions tenable at the Ministry of Natural Resources – the Lesotho Lowlands Water Supply Scheme Unit (LLWSSU).

The LLWSS is a bulk water supply designed for the lowlands of Lesotho.

JOB TITLE: Procurement / Contracts Specialist
GRADE: Special Grade
NO OF POSITIONS: 1 (One)
RESPONSIBLE TO: Director, LLWSSU
TENURE: 2 Years

JOB SUMMARY
The Procurement/Contracts Specialist will serve as a primary liaison among specialized sectors on all procurement activities and facilitate the smooth interplay between and among elements of the procurement processes.

1. Key Responsibilities
Responsibilities and duties will include but are not limited to the following:

  • Undertake the procurement functions of the LLWSSU in implementing the Lesotho Lowlands Water Supply Scheme (LLWSS) including identifying initial procurement needs and organizing procurement operations
  • Prepare the Project Implementation Manual and Procurement Manual
  • Procure goods, works and services conducted in accordance with the provisions of the Funders and Government of Lesotho Procurement Guidelines
  • Ensure that technical specifications and terms of reference are prepared for the planned activities
  • Prepare, verify, and periodically update Procurement Plans
  • Maintain reporting procurement system in accordance with the provisions of the Project Operation Manuals
  • Support the LLWSSU in monitoring contracts execution, including but not limited to:
    a) Preparation and publication of procurement notices as applicable under various Funders procurement methods and under the Kingdom of Lesotho
    b) Participation in the Evaluation Committee in the terms described in the provision for the Evaluation Committee
    c) Preparation of bidding documents, requests for proposals and other documents based on the sample forms approved for the Projects, and selection processes, including pre-bid or pre-proposal meetings/conferences, clarifications, bid opening, report writing, etc.
    d) Provision of administrative and procedural support in evaluation of technical and financial evaluation of bids and preparation of bid evaluation reports in accordance with the Project Operation Manual provisions
    e) Preparation of contracts in full conformity with the forms approved for the Project
    f) Facilitation of contract negotiations and signing
    g) General contract administration and monitoring
    h) Verification of payment documents under contracts or the supply of goods, works and services
    i) Preparation of monthly, quarterly and annual budget and reports
    j) Deal with data management for the project – Filing system. Establish a central procurement filing system (both electronically and manually), and ensure all related documents are included in the respective files, to ensure ease of retrieval of information, the ease of following the trail of procurement by independent external auditors or authorized agents; and also for tracing of documents taken by other stakeholders
    k) Establish a performance monitoring database and tracking system for all suppliers/contractors and consultants, for efficiency and timeliness in the delivery of outputs from the services providers and provide support and guidance on how to prepare regular periodic procurement reports
    l) Administer contracts in accordance with the respective contract agreements including processing of payments, physical inspection and testing, receipt and transfer of the goods to the Client, submission of consultants’ reports and closing of respective contracts
    m) Monitor, follow up and analyse procurement plan implementation and suggest remedial action, including alternative approaches to quicker project implementation
    n) Deal with claims and litigation to contracts and procurement
  • Prepares quarterly progress report which includes work carried out and planned activities for the next quarter

2. Competencies

  • Demonstrated ability to work collaboratively with domestic and international stakeholders and counterparts
  • Oral and written fluency in English
  • Superior organizational and time management skills
  • Demonstrable strong computer skills with Microsoft Applications is required and other software applications is an added advantage

Qualifications and Experience

  • Master’s Degree in Procurement with Engineering or related field background, with at least 10 years’ experience in procurement with projects financed by one or more development partners working in Lesotho or in the SADC Region. Developing and managing procurement in systems applying international standards
  • Experience in procurement of works and services
  • Demonstrated high level experience in contract management
