Purpose of Job

To provide operational support for the implementation of procurement activities within the unit.

Main Functions

  • Provide timely administrative and operational support.
  • Participate in planning the activities of the unit.
  • Prepare operational work schedules and follow up on implementation.
  • Coordinate and/or participate in technical assistance and logistical work.
  • Participate in the creation, improvement, and maintenance of operational processes and systems.
  • Prepare office communications and draft reports.
  • Handle communication at the operational level and provide updates.
  • Participate in the compilation and maintenance of data and information for the preparation, implementation, and monitoring of budgets and activities.

Specific Responsibilities

  • Coordinate procurement activities from planning through to contract award.
  • Develop, execute, and administer simple procurements for diverse works, goods, and services in accordance with AU Regulations and accepted internal standards and procedures.
  • Provide advice and guidance on issues relating to institutional procurement.
  • Ensure effective exchange of information between the Division and relevant stakeholders.
  • Prepare and obtain quotations and samples for goods, works, and services.
  • Prepare and finalize purchase orders, memos, evaluation reports, and other relevant procurement documents.
  • Provide guidance to Business Units on procurement activities and provide oversight.
  • Support Business Units in creating departmental procurement plans and estimates.
  • Ensure timely implementation of procurement activities in accordance with project schedules.
  • Conduct regular surveys of new suppliers, products, and prices in the local market.
  • Track orders to ensure prompt delivery.
  • Produce periodic statements on purchases, including monthly purchase-order status reports.
  • Initiate action on the clearance of imported items for the Commission.
  • Provide technical and policy advice on all aspects of procurement to stakeholders.
  • Prepare and present procurement cases to relevant authorities for approval.
  • Assist in preparing and distributing invitations to tender and managing/conducting all aspects of the bidding proposal and evaluation process.
  • Review invoices to determine compliance with purchase orders and receipt of goods or services, and process payments.
  • Prepare drafts of assigned contracts for review by Procurement Officers.
  • Perform other related duties and responsibilities assigned by the supervisor.

Academic Requirements and Relevant Experience

Option 1

Diploma in:

  • Procurement/Purchasing
  • Supply Management
  • Logistics Management
  • Business Administration/Management
  • Or a related field

with a minimum of three (3) years of relevant work experience in government, international organizations, or large public or private sector organizations.

OR

Option 2

Bachelor’s Degree in:

  • Procurement/Purchasing
  • Supply Management
  • Logistics Management
  • Business Administration/Management
  • Or a related field

with a minimum of two (2) years of relevant work experience.

A professional certification and membership in a relevant procurement professional body will be an added advantage.

Experience in web-based management/ERP systems such as SAP is required.

Tenure of Appointment

The appointment will be made under an Appointment of Limited Duration contract for an initial period of eleven (11) months, renewable twice.

The first three months shall be considered a probationary period. Renewal will be subject to satisfactory performance and achievement of deliverables.

Remuneration

The salary attached to the position is:

  • US$20,768.88 per year for locally recruited staff of the Commission.
  • US$50,576.79 per year for internationally recruited staff of the Commission.
