Background of the Council:
The Persons with Disability Advisory Council (PWDAC) is a statutory body established under Section 4 of the Persons with Disability Act No. 24 of 2021. The Council is mandated to promote, protect, and ensure the full and equal enjoyment of all human rights and fundamental freedoms by persons with disabilities. PWDAC serves as a national advisory body to support the implementation of disability-inclusive policies and programs, and to advance the wellbeing, dignity, and rights of persons with disabilities across Lesotho.
Position Title: Procurement and Logistics Officer
Reports to: Administration Manager
Type of Contract: Full-time
Terms of Reference / Key Responsibilities:
The Procurement and Logistics Officer will be responsible for managing the procurement processes and logistical support services of the Council to ensure efficiency, transparency, and accountability. Key duties include:
- Procurement Planning and Management
- Develop and implement the annual procurement plan in line with the Council’s budget and activity plan.
- Ensure all procurement activities are conducted in accordance with applicable laws, regulations, and Council policies.
- Sourcing and Tendering
- Prepare bidding documents, manage tender processes, and facilitate bid evaluations.
- Maintain a supplier database and ensure fair and competitive vendor selection.
- Contract Management
- Draft, review, and manage contracts with suppliers and service providers.
- Monitor contract performance and address any issues or disputes.
- Inventory and Asset Management
- Maintain up-to-date inventory and asset registers.
- Ensure proper tagging, storage, and usage of assets and supplies.
- Logistics and Support
- Coordinate transport, travel, and accommodation arrangements for Council activities.
- Manage logistical aspects of workshops, events, and meetings.
- Reporting and Record Keeping
- Maintain accurate procurement documentation and prepare regular reports on procurement activities.
- Ensure compliance with audit and accountability requirements.
Qualifications and Experience Required:
- Bachelor’s Degree in Procurement, Logistics, Supply Chain Management, Business Administration, or a related field.
- At least 3 years of relevant experience in procurement and logistics, preferably in the public sector or NGOs.
- Sound knowledge of procurement laws and public financial management regulations in Lesotho.
- Experience with procurement software or electronic systems is an advantage.
- Strong organizational, communication, and negotiation skills.
- High level of integrity, accountability, and attention to detail.
