Project Background
The Government of Lesotho has received financing from the International Fund for Agricultural Development (IFAD), Global Environment Facility (GEF), Food and Agriculture Organization (FAO), and OPEC Fund for International Development (OFID), and intends to apply part of the proceeds to this procurement.
The use of IFAD financing shall be subject to IFAD’s approval, in accordance with the terms and conditions of the financing agreement, as well as IFAD’s rules, policies, and procedures. IFAD and its officials, agents, and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses, and liabilities of any kind arising in connection with the Regeneration of Landscapes and Livelihoods Project.
The Regeneration of Landscapes and Livelihoods Project includes:
- Rehabilitation of sixteen identified landscapes in Lesotho
- Improvement of livelihoods for rural communities
- Implementation over a period of eight (8) years
Invitation Details
This Invitation for Bids (IFB) follows the General Procurement Notice published on:
- IFAD website on 21 April 2026
- Lesotho Times newspaper on 23 April 2026
- Public Eye newspaper on 24 April 2026
The purchaser now invites sealed bids from eligible entities for:
Procurement and Distribution of Apiculture Tools and Materials to Support Vulnerable Households (HHS)

Eligibility and Bidding Method
- This IFB is open to all eligible bidders
- Eligible entities may associate with other bidders to enhance their capacity
- Bidding will be conducted using the National Competitive Bidding (NCB) method
- The evaluation procedure is in accordance with the IFAD Procurement Handbook (available at www.ifad.org/project-procurement)
- The process includes review and verification of qualifications and past performance, including reference checks, prior to contract award
Pre-Bid Conference
Please note that a pre-bid conference will not be held, as stated in the Bid Data Sheet (BDS), Section III of the bidding document.

Submission Details
Bids must be delivered:
- To the address and in the manner specified in the Bid Data Sheet (Instructions to Bidders 23.2)
- Deadline: 06 July 2026 at 10:00 (local time)
Late bids will not be accepted under any circumstances and will be returned unopened at the written request and cost of the bidder.
All bids must be accompanied by:
- A bid security or bid-securing declaration (as required), in the form and amount specified in the Bid Data Sheet
Note: Electronic bids shall not be accepted.
