for the following position tenable in the Ministry of Environment and Forestry:

Position: Principal Range Management Officer (Inventory and Planning)
Department: Range Resources Management
Division: Inventory and Planning
Section: Inventory and Monitoring
Grade: H
Responsible To: Chief Range Resources Management Officer


JOB SUMMARY
The Principal Range Management Officer (Inventory and Planning) is directly responsible for delineation of range management areas, development of grazing management plans, demarcation of denuded areas, implementation of grazing management plans, demarcation of encroached grazing areas, data storage and management, budgeting and purchasing, planning and reporting, and hardware and software maintenance.


MAIN DUTIES

1. DELINEATION OF RANGE MANAGEMENT AREAS
1.1 Facilitate demarcation of declared range management areas
1.2 Design plans for fencing of special camps within the range management areas
1.3 Plot designed plans for the utilization of range management areas

2. DEVELOPMENT OF GRAZING MANAGEMENT PLANS
2.1 Facilitate collection of historical data for grazing areas
2.2 Supervise encoding of alphanumeric range data
2.3 Supervise digitization of geographic data
2.4 Analyse rangeland data
2.5 Design and draft grazing management plans
2.6 Ensure stakeholder participation in development of grazing management plans
2.7 Devise plans and recommend procedures to manage riparian areas
2.8 Determine compliance or non-compliance with use of grazing management plans

3. DEMARCATION OF DENUDED AREAS
3.1 Supervise demarcation of denuded grazing areas
3.2 Supervise digitization of demarcated denuded grazing areas
3.3 Design and draft utilization plans for rehabilitated grazing areas

4. IMPLEMENTATION OF GRAZING MANAGEMENT PLANS
4.1 Present grazing management plans to stakeholders for implementation
4.2 Verify draft grazing management plans
4.3 Monitor implementation of grazing management plans

5. DEMARCATION OF ENCROACHED GRAZING AREAS
5.1 Supervise identification and mapping of grazing areas encroached by settlements
5.2 Facilitate demarcation of grazing areas encroached by agricultural activities
5.3 Supervise mapping of grazing areas encroached by alien and invasive species
5.4 Supervise digitization of grazing areas encroached by settlements, agricultural activities, and alien/invasive species

6. DATA STORAGE AND MANAGEMENT
6.1 Train staff on new software for capacity building
6.2 Supervise digitizing of spatial data for development of map layers
6.3 Verify spatial data for clean encoding and storage
6.4 Analyse all spatial range resources data
6.5 Safekeep rangeland data

7. BUDGETING AND PURCHASING
7.1 Prepare and submit budget needs to the division for future planned activities
7.2 Recommend purchase of appropriate and suitable equipment for the section

8. PLANNING AND REPORTING
8.1 Prepare and submit monthly, quarterly, and annual reports for effective functioning of the section

9. HARDWARE AND SOFTWARE MAINTENANCE
9.1 Install antivirus software on departmental computers to safeguard information
9.2 Supervise hardware cleaning to ensure a healthy working environment for computers
9.3 Facilitate hardware upgrades for optimal efficiency


KNOWLEDGE AND SKILLS

Education and Training

  • MSc in Range Sciences, Environmental Science, Ecological Science, or Agriculture, plus two (2) years relevant working experience in the Range Management Department
    OR
  • BSc in Range Science, Environmental Science, or Agriculture, plus three (3) years working experience in the Range Management Department

Other Necessary Knowledge

  • Statistics and basic computer operations
  • Knowledge of GIS and remote sensing
  • Knowledge of vegetation monitoring methods and plant identification
  • Data analysis background in the Range Management field
