Department: Occupational Safety & Health
Job Title: Principal OSH Inspector
Grade: H
Responsible To: Director – OSH
Job Summary
Under the general supervision of the Director – Occupational Safety and Health, the Principal Factory Inspector is responsible for:
- Supervising inspectors
- Controlling field testing equipment and training facilities
- Providing training and disseminating OSH information
- Conducting OSH audits and surveys
- Investigating industrial accidents, diseases, and dangerous occurrences
- Promoting tripartite consultations and cooperation
- Conducting consultancy and research
Main Duties
1. Supervising Inspectors
- Plan workplace inspections
- Review inspection reports and ensure adherence to legal standards
- Provide feedback and motivation to inspectors
2. Controlling Field Testing Equipment and Training Facilities
- Maintain registers for equipment and facilities
- Ensure equipment is serviceable and safely stored
- Provide on-the-job training for equipment usage
- Allocate transport to inspectors
3. Providing Training and Information Dissemination
- Train employers and workers on OSH legislation and obligations
- Raise awareness on occupational hazards and risk control
- Provide training to technical and vocational institutions
- Disseminate OSH information via mass media and printed materials
4. Auditing Individual Factories’ OSH Management Systems
- Conduct audits and recommend improvement measures
5. Investigating Industrial Accidents, Diseases, and Dangerous Occurrences
- Analyze reports to determine need for investigation
- Investigate serious cases and recommend corrective actions
- Compile investigation reports
6. Promoting Tripartite Consultations and Cooperation
- Arrange NACOSH meetings
- Act as secretary to NACOSH
7. Conducting Consultancy and Research
- Provide professional OSH advice
- Advise industry on improving working conditions
- Conduct research to expand OSH knowledge
Job Specification
Education and Experience
- Postgraduate qualifications in Occupational Safety and Health
OR - Natural Sciences or Engineering plus 2 years’ experience as Labour/OSH Inspector or Safety Officer
OR - Bachelor’s Degree in OSH plus 3 years’ experience
OR - Bachelor’s Degree in Mechanical, Electrical, or Civil Engineering plus 3 years’ experience
OR - Bachelor’s Degree in Chemistry, Biology, Physics, Environmental/Health Sciences plus 3 years’ experience
OR - Diploma in Mechanical, Electrical, or Civil Engineering plus specialized OSH training and 3 years’ experience
Other Necessary Knowledge/Requirements
- Management skills
- OSH legislation
- Research methods
- Computer literacy
- Valid driver’s license
Responsibilities
- For Work of Others: Supervise five senior and five factory inspectors
- For Property: Responsible for transport, field testing equipment, and training facilities
- For Effects of Errors: Responsible for errors in advice, legislation interpretation, and inspector performance
- For Safety of Others: Not applicable
Complexity and Authority
- Decision-Making: Authority to mediate disputes and counsel workers
- Problem Solving: Address difficult workplace safety issues
- Supervision Received: Expected to work independently and report weekly to Chief Inspector
- Dexterity: Required to use a computer for reports and financial statements

- Hazards: Exposure to industrial hazards during inspections; risk of physical threats from agitated workers or uncooperative employers
