PART A: JOB DESCRIPTION
Section A: Position Title and Information Section
Position title: Principal LQF Officer
Directorate: LQF Directorate/ DQAS
Grade: D2
Reports to: DQAS
Peer Relationship: Principal Officers and Section Heads
Direct Subordinates: LQF Officers
Internal Liaison: CE/Director, Principal Officers across directorates
External Liaison: Meets with senior level staff of higher institutions, public and private sector for consultation and professional engagement.
Section B: Job Purpose, Duties and Responsibilities

Purpose of the Job
To manage implementation of the Lesotho Qualifications Framework.

Key Accountabilities

  1. Policy Development and Reviews
    ✓ Develops HE generic qualifications for placement on the LQF;
    ✓ Develops HE qualifications descriptors and benchmarks;
    ✓ Develops standards and criteria for recognition of HE foreign qualifications;
  2. Management of Qualifications
    ✓ Supports HE providers through capacity building on interpretation and application of the LQF;
    ✓ Develops and maintains a database of experts to support HE qualification registration and evaluation processes;
    ✓ Validates and register HE national qualifications and part-qualifications on the LQF;
    ✓ Develops and maintains a national database of HE qualifications;
    ✓ Develops and maintains a national database of all HE learner records according to the achievements on the LQF;
    ✓ Updates status accounts of institutional and system performance outcomes from quality reviews;
    ✓ Verifies HE local qualifications;
    ✓ Evaluates HE foreign qualifications;
  3. Planning and Reporting
    ✓ Facilitates development and implementation of the business strategy and operational plans;
    ✓ Develops operational reports and identifies matters for action;


PART B: JOB SPECIFICATION
Essential Requirements:
Qualifications: A Postgraduate Degree in Education or Social Sciences preferably with a major in qualifications management or equivalent
qualification.

Experience: Minimum 6 years related work experience with a successful track record of dealing with qualifications at the national level and or at
institutional level. Extensive experience in evaluating qualifications
or developing qualifications for registration on the National

Qualifications Framework.
