MAIN PURPOSE
Under the general supervision of Chief Legal Officer, the incumbent provides legal advice to the Heads of Departments on legal matters pertaining to transport and issues bearing juristic nature requiring legal opinion.
MAIN DUTIES
1. Analyses legal advice request from management and the ministry’s
departments.
• Receives legal advices requests from management and departments.
• Analyses the requests by case and then provides legal opinion.
• Conduct research on identified legal issues.
• Implements, upon necessity, management decisions as per legal
advice.
• Provides legal advice on human resources related issues.
2. Analyses national and international instruments with aim of providing legal advice.
• Reads and analyses national and international instruments,
documents or agreements.
• Indentifies legal issues on an international instruments, documents
or agreements and advice accordingly.
• Conducts research where necessary.
• Provides legal advice or opinion to the concerned departments.
3. Facilitates the drafting of the Transport Legislation by the Ministry.
• Interrogates relevant ministerial departments on the legal issues that
inform the legislation to be drafted.
• Facilitates either through written comments, discussions and
consultative meetings with relevant ministries.
• Checks drafting instructions at the Law Office.
4. Drafts contacts and agreements between the Ministry of Transport and other parties.
• Takes part in contract/agreement discussion forums.
• Drafts contracts/agreements in consultation with the relevant
departments.
• Adds comments from other parties on the contract /agreement where
necessary.
5. Coordinates representation of the Ministry in litigations.
• Analyses the nature of the case.
• Recommends officers/people who should represent the ministry.
6. Supervises the performance of the legal section.
• Draws the annual work plans.
• Conducts quarterly appraisals.
• Compiles progress reports from the Senior Legal officers.
• Produces quarterly reports and submit to the Chief Legal Officer.
JOB SPECIFICATION
• LLM plus two (2) years working experience as Senior Legal Officer in
a corporate or public service environment.
OR
• LLB degree with at least eight (8) years working experience as
Senior Legal Officer in a corporate or public service environment.
