Applications are invited from suitably qualified local candidates for the following position tenable in the Ministry of Agriculture, Food Security and Nutrition:

JOB TITLE: Principal Legal Officer
GRADE: H
RESPONSIBLE TO: Chief Legal Officer

LOCATION: Maseru
MAIN DUTIES
1. Provision of Legal Advice
1.1 Provide legal advice to the Ministry to assist in performing its functions in accordance with governing laws
1.2 Attend to all matters with legal implications
2. Review and Facilitation of Drafting Legislation
2.1 Review relevant legislation and initiate drafting of new legislation administered by the Ministry
2.2 Prepare Cabinet memoranda seeking policy clearance for enactment of legislation
2.3 Prepare and submit drafting instructions to the Office of Parliamentary Counsel
3. Review and Drafting of Contracts
3.1 Draft and review contracts between the Ministry and other parties
4. Handling of Disciplinary Cases
4.1 Draw disciplinary charge sheets for officers who violate Public Service laws
4.2 Analyse evidence from formal hearings and identify legal questions to assist the Principal Secretary
4.3 Represent the Ministry at the Public Service Tribunal in disciplinary hearings
5. Attend Litigation Matters
5.1 Provide legal advice regarding litigation instituted against/by the Ministry
5.2 Liaise with the Office of the Attorney General
5.3 Hold regular meetings with the Law Office to stay updated on lawsuits
5.4 Represent the Ministry in court when necessary
6. Supervise Legal Section Staff
6.1 Hold regular meetings with supervised officers
6.2 Conduct annual performance appraisals
6.3 Identify training needs and establish strategies to improve staff capacity and effectiveness
6.4 Compile legal reports from supervised officers
JOB SPECIFICATIONS
Education and Training
- LLM plus two (2) years of work experience as a Legal Officer
OR - LLB Degree plus five (5) years of work experience as a Legal Officer
