Job Summary
Under the direct supervision of the Director Health and Environment, the Principal Health Inspector is responsible for the technical supervision of solid waste removal and management services; maintenance and operation of public conveniences; informal sector control; pollution control and nuisance abatement as well as building control.
Prepares working plans and implementation strategy for the units subordinate to her/him. Draws up a divisional budget and determines staffing patterns. He/she is responsible for coordinating divisional activities to ensure conformity to the set goals and objectives. The incumbent may, as and when the need arises, be called upon to act in the position of Director of Health and Environment.
Main Duties
- Plan, coordinate and supervise environmental health activities within the City.
- Ensure enforcement of public health legislation, regulations and municipal by-laws.
- Provide leadership and managerial oversight to Senior Health Inspectors, Health Inspectors and support staff.
- Oversee activities related to environmental pollution, food safety, housing, informal sector control and public health.
- Oversee and manage the curative sections of the Department of Health and Environment of the Council, i.e. MCC Clinics.
- Coordinate and manage public health-related inspections before and after the issuance of relevant certificates and permits, e.g. Occupancy Certificate.
Additional Duties
- Ensure effective use and management of the Construction Permit Management Information System.
- Prepare technical reports and advise management on public health matters.
- In consultation with the Director Health and Environment, review policies related to the assigned sections to ensure that they respond to changing needs.
- Prepare working plans for various sections in consultation with the respective Senior Health Inspector.
- Design an implementation strategy for all divisional plans to ensure that set objectives are met.
Budgeting
- Prepare budget estimates for the division for submission to the Director.
Human Resources Management
- Undertake manpower needs assessment and recommend to the DHE sections that need to be strengthened.
- Assist the DHE to identify human resources development needs and recommend suitable candidates.
- Assist the DHE in making recommendations for appointment and promotion of divisional staff.
Qualifications
University Degree in Environmental Health plus three years’ experience in a related field.
