JOB SUMMARY

Principal Engineer is expected to work directly with Department staff under the Directorship of the Department to ensure deliverables fall within the applicable scope and budget. Principal Engineer is expected coordinate with other departments to ensure all aspects of each project are compatible with requirements of Government and Donor funding Agencies. Principal Engineer is expected to be a creative and dedicated individual who fit well in to the collaborative culture. The job requires some overtime hours, especially around end-of-month deadlines. It requires one who enjoys working with other professionals who believe in creating innovative solutions to problems.

 DUTIES & RESPONSIBILITIES 

As Head of the Projects responsible for overall Projects Planning, approval of Feasibility Studies, approval of projects infrastructure design, Supervision of Construction and Maintenance of all water supply and sanitation infrastructural facilities and data base management as well as for finalizing the Budget for Plan.

Answerable to the Director and function as acting Director whenever the Director is away.

  • Directs activities of workers in planning and engineering design and advises management on engineering problems: Apportions work among engineering staff according to specialized training.
  • Reviews and interprets engineering feasibility studies and designs for neatness and accuracy. Providing technical expertise and leading technical delivery on a wide variety of projects, including infrastructure provision, technical assistance, evaluation & verification and asset
  • Assessment.
  •  Working collaboratively with engineers, planners and policy makers in multidisciplinary teams and arranges and holds annual reviews.
  • Managing projects and supporting on project tasks, under the leadership of other specialists, produce technical  and annual reports
  • Directs engineering personnel in formulating plans, designs, cost estimates, and specifications for pumps, construction material and pipeline construction, maintenance, and modernization programs.
  • Supervises Projects planning and engineering office workers in computing operating budgets, compiling reports, and conducting special investigations and studies to evaluate efficiency of engineering programs including monitoring and evaluation.

 Apply knowledge of water engineering to coordinate work of engineers engaged in solving problems concerned with environment.

  • Meet with stakeholders for consultation and clarify specific requirements of each project. Delegate project tasks based on junior staff members’ individual strengths, skill sets and experience levels.
  • Track project performance, specifically to analyze the successful completion of short- and long-term goals and those projects meet budgetary objectives and make adjustments to project constraints based on financial analysis.
  • Develop comprehensive project plans to be shared with stakeholders as well as Development Partners and solicit projects funding.
  • Responsible for taking policy decisions and strategies for the good governance and for improving the performance of the Department and advice the Director of the department.
  • Managing projects and supporting on project tasks, under the leadership of other specialists, to ensure delivery to the high standards expected by DRWS and the Ministry of Water as other stakeholders.
  • Ensure that planning of projects is done in accordance with DRWS Projects Life Cycle or follow best engineering practice project planning process and review and update the project planning process to meet changing demands.
  • Responsible for approving contractors’ claims, resolving disputes and conflicts etc.
  • Supervise Consultant and contractors and monitor projects performance ensure adherence to schedules and provide mitigation measures to manage risk to ensure smooth implementation of projects.
  • Formulate Terms of reference for engagement of Consultants and Contractors and produce engineering reports

Qualifications and Experience

BEng/BSC Civil Engineering with at least 10 years of relevant experience in projects planning, design, supervision of Rural Water Supply Infrastructure Feasibility Studies, Design and construction, policy formulation and strategies.
