Title: Primary Health Care Planning Lead – MCC HSS Project

Department: Health Systems Strengthening (HSS)

Reports To: Technical Director and Primary Health Care (TD&PHC) Lead

How will you fight for an AIDS-free generation?

The Primary Health Care Planning Lead is a key role within the Millennium Challenge Corporation (MCC) project, focused on advancing primary health care (PHC) initiatives in alignment with project objectives and goals. The incumbent will be leading the activities related to the structure of the PHC system and subsequent reforms.  Under the leadership of TD&PHC Lead and MOH Director Primary Health Care, the PHC Planning Lead will work with Ministry of Health and District Health Management Teams (DHMTs), to strengthen primary health care service delivery including integration of GBV prevention and response.

No two days are alike at EGPAF, but what can you expect as Primary Health Care Planning Lead?

  1.  Strategic Planning:
  • Support the TD&PHC Lead in the leadership of PHC reforms in the following areas;
  • Designing and delivery of evidence based high-quality PHC technical assistance in collaboration with key project staff, MCC/LMDA, Government of Lesotho, and other relevant national and regional stakeholders.
  • Development of comprehensive PHC strategies in accordance with the project’s goals and guidelines.
  • Supervision of multi-disciplinary team for the implementation of technical assistance and capacity building interventions for PHC data use and service delivery improvements, particularly to DHMTs
  1. Program Development:
  • Developing and reviewing Clinical Practice Guidelines (CPG) and Standard Operating Procedure (SOP) for essential services, supportive supervision and mentoring, rationalization of the triage and referral processes at all levels
  • Ensure that programs are evidence-based, culturally sensitive, and tailored to the needs of the target populations.
  • Support Health Management Information Systems (HMIS) Lead in supervising multi-disciplinary team for the implementation of technical assistance and capacity building interventions for PHC data use and service delivery improvements, particularly to DHMTs
  1. Implementation Oversight:
  • Provide support in the monitoring of program activities, track progress, and assess outcomes to ensure alignment with project goals.
  • Improving accountability for both MOH and DHMT’s in the delivery of primary healthcare services through all ten health districts
  • Prepare regular reports on program progress, challenges, and successes for internal and external stakeholders.
  1. Collaboration and Partnerships:
  • Working closely with TD & PHC Lead, foster strong relationships with government agencies, NGOs, community leaders, and other relevant partners to ensure seamless collaboration and resource sharing.
  • Represent the project in meetings, workshops, and conferences related to primary health care.
  1. Project Management:
  • Application of processes, methods, skills, knowledge and experience to achieve specific project objectives according to the project acceptance criteria within agreed parameters.
  • Provide final deliverables that are constrained to a finite timescale and budget.
  • Contribute to budget planning and financial management for primary health care initiatives.
  • Monitor expenditures and resource allocation to optimize the utilization of project funds.

To be successful, you will have:

  • Bachelor in Medicine & Surgery (MBCHB, MBBS, MD)
  • Master’s degree in Public Health, Health Management, or a related field will be an added advantage.
  • Minimum of 10years of experience in health program management, with a focus on primary health care planning and implementation.
  • Experience in epidemiological and data analysis, reporting, and using relevant software applications.
  • Proven ability to achieve results relating to availability, access, and quality of primary health care services
  • Demonstrated experience and knowledge of international best practices regarding referral systems, triage, patient record keeping, developing clinical practice guidelines and associated standard operating procedures
  • Proven track record of successfully managing large, complex projects funded by USG and other major donors.
  • Experience working with diverse stakeholders, including government agencies, international organizations, and NGOs.
  • Familiarity with the integration of GBV prevention, treatment, and referral preferable
  • Experience working with multi-country health systems in sub-Saharan Africa and familiarity of the Lesotho health system
  • Strong understanding of primary health care principles, community engagement, and healthcare delivery systems.
  • Strong project management skills with the ability to manage complex projects across multiple progam areas.
  • Excellent report writing skills and proven experience in publications

  • Proven experience in designing, implementing, and evaluating healthcare programs in diverse settings.
  • Excellent leadership, communication, and interpersonal skills.
  • Ability to work effectively in a multidisciplinary and multicultural environment.
  • Familiarity with MCC projects or similar international development initiatives.
  • Demonstrated commitment to improving health outcomes and promoting health equity.
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects
