The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network.  The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies.  Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement.  The overall aim of the IFRC is” to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world.  The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies.  The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency; coordination and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners.  The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programs and Operations; and (iii) Management. The Secretariat has five regional office, as follows: Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut).
The International Federation and Red Crescent Societies of the Red Cross (IFRC) ‘s Southern Africa Country Cluster office is in Pretoria, South Africa and serves ten countries, namely Angola, Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, South Africa, Zambia and Zimbabwe. 

Job Purpose

The Prevention and Response to Sexual Exploitation and Abuse (PSEA) Officer is appointed to pilot the new IFRC PSEA package with two National Societies (Namibia and Eswatini RC) designed to strengthen foundational systems and culture of PSEA, PGI (protection, gender and inclusion) and CEA (community engagement and accountability). The overall purpose is to help ensure RCRC humanitarian action in the region is safe and inclusive for affected communities, staff and volunteers. The position will focus on Namibia and Eswatini RC.

Job duties and responsibilities

Coordination:
Identify national and local PSEA, PGI and CEA networks in each county context.
Engage with relevant actors for knowledge-sharing, joint awareness raising, training and reaching out to local communities and specialist expertise.
Institutional:
Work with Namibia and Eswatini National Societies to facilitate baseline PSEA assessment and development of action plans for safe and inclusive programming.
Work with senior management to strengthen internal protection structures, including adapting and briefing on the PSEA Policy, Code of Conduct, internal reporting channels and community-based complaint mechanisms available to affected people.
Liaise with HR to support development and/or strengthening of recruitment, screening, induction, investigation and survivor assistance procedures.
Support the designation of PSEA focal points and ensure their identity is known throughout the organization and their contact details are made widely available.
Make appropriate recommendations to management on enhancing prevention strategies and handling SEA concerns, with technical support from Movement partners if needed.
Awareness-raising and training activities:
Plan and organize trainings for National Society office and operations staff on PSEA, PGI and CEA, including the Code of Conduct, the IFRC PSEA Policy, complaint and referral mechanisms for SEA concerns.
Work with Movement partners to support the development and delivery of training for different roles, including leaders, managers, PSEA focal points, project delivery staff and volunteers, HR and security.
With reference to guidance that is relevant to the Red Cross and Red Crescent Movement, provide technical support for staff establishing community-based complaints mechanisms for SEA and designating skilled staff to operate it, in cooperation with other actors if appropriate.
Deliver learning event/s with other organizations in country/region.
Complaints:
Act as an in-person channel (not investigator or case handler) for SEA concerns and complainants.
Contribute to developing and updating a guide on referrals to health and other services that SEA survivors may need, in cooperation with SGBV and legal expertise.
Work with trained protection specialists to ensure that survivors are referred to appropriate assistance services.
Reporting
Contribute to reporting on PSEA, PGI and CEA to senior management and donors, as required.
Prepare a report on the findings from the baseline PSEA assessment.
Prepare progress reports against the safe and inclusive action plan.

Position Requirements
Education

Relevant university degree (gender studies, anthropology, sociology, psychology, communication, political science, international relations, law or human rights.) or similar professional qualification. Post-graduate degree is an advantage.
