Position: Port Health Officer
Technically reports to: District Health Inspector
Administratively reports to: District Health Manager

Location: Lesotho Points of Entry (Borders)

Role Summary
The incumbent is responsible for preventing and controlling public health emergencies of international concern at Lesotho points of entry through screening of incoming and outgoing travelers; inspection of food, medicines, human remains, hazardous waste/materials, necessary establishments and any relevant imports; and enforce public health law in order to protect public health.

Main Responsibilities

  1. Inspect and collect samples from all necessary establishments and imports to ensure that public health standards are maintained according to regulations.
  2. Advise and educate on public health issues in order to ensure compliance with regulations and the health and safety of others.
  3. Enforce Public Health and any other relevant laws and regulations.
  4. Investigate, advise and take action on the control of rodents and insects in and around the port in order to reduce or prevent the spread of vector borne/communicable disease.
  5. Investigate disease outbreaks among travelers and apply the required surveillance or quarantine measures in order to reduce the spread of disease.
  6. Check for Vaccination against Yellow Fever and ensure that travelers carry Malaria and other relevant chemoprophylaxis.
  7. Advise airlines, conveyances, airports and passengers comply to public health measures introduced by the Ministry of Health from time to time.
  8. Collaborate with other agencies on matters of common interest in order to effect and enhance border security.
  9. Participate in legal proceeding in cases which involve offences of public health regulations.
  10. Inspect and clear conveyances in accordance with IHR 2005 and Public Health Laws.
  11. Clearance of Human Remains brought from abroad or death on board by verifying the death certificates and embalming certificates and clearance certificates proving that such human remains are free from infectious diseases.
  12. Undertake health and sanitary inspection of the border area (400m radius) through monitoring and supervising the collection and disposal of liquid and solid waste from the border to ensure that it is disposed of correctly.
  13. Compile reports as required and assist with the evaluation of the environmental and public health impact assessments of existing and proposed development projects
    around the point of entry zone in order to successfully monitor the environmental health activities in the point of entry.
  14. Perform any other related duties as required by Supervisor or any other senior officer in order to contribute to the effectiveness and efficiency of the department.

Minimum Qualifications
• Bachelor’s Degree in Environmental Health Sciences
• Sound knowledge of Government structure, policies and procedures
• Sound knowledge of survey methodologies and environmental monitoring techniques
• Sound knowledge of traveller screening procedures
• Ability to collect, analyze and interpret a wide range of port health data
• Ability to collect, analyze and interpret a wide range of port health data
• Sound oral and written communication skills
• Sound interpersonal and organization skills package especially Ms Excel, Word, and Power Point
