The Ministry of Health has received support from Center for Disease Control (CDC) under the project title “Strengthening Ministry of Health’s Capacity (MOH-Cap) for HIV Diagnosis, Treatment and Monitoring in the Kingdom of Lesotho”. The Ministry is looking for a suitable candidate for the position of Point-of-Care (POC) Quality Officer.

POSITION: Point-of-Care (POC) Quality Officer

LOCATION: Maseru

REPORT TO: Laboratory Quality Assurance (QA) Manager

Job Purpose

Under the general supervision of Laboratory Quality Assurance Manager, the Point of Care (POC) Quality Officer is responsible for institution of quality and safety procedures, preparation of proficiency panels for External Quality assessment analyze External Quality Control (EYC) and Proficiency Panel Testing (PPT) data, training of non- laboratory health personnel, supervision of POC activities and compiles POC reports.

MAIN DUTIES

  1. Institute Quality and Safety Procedures
  2. Adhere to quality and safety standards and guidelines
  3. Ensures proper use of Personal Protective Equipment (PPE)
  4. Daily run quality environmental checks
  5. Daily prepares disinfectants according to Standard Operating Procedures (SOPs)
  • Preparation of proficiency panels for External Quality Assessment
  • Source plasma for preparation of PPT and EYC materials
  • Preform quality control checks on pooled plasma
  • Monthly prepares EYC materials for POC testing
  • Bi-annually prepares PPT materials for POC testing
  • Package Quality materials and coordinate distribution of panels to district Laboratories
  • Analyze EQC and PPT data
  • Monthly compile EYC data from all testing sites
  • Bi-annually compile PPT data from POC testing sites
  • Monthly communicate EYC participation and performance with district Laboratory Quality officers
  • Bi-annually communicate PPT participation and performance with district laboratory quality officers
  • Conduct root cause analysis for failed EYC and PPT
  • Training of non-Laboratory health personnel
  • Conduct training needs assessment of POC testers
  • Develop training package for POC testers
  • Facilitate training of POC tester
  • Conduct competency assessment f or POC tester
  • Conduct refresher trainings for non-laboratory health workers
  • Supervision of POC activate
  • Conduct site supportive supervision of testing sites
  • Conduct site assessments to monitor testing performance
  • Follow-up testing sites that failed EQC/PPT
  • Compile supervision and assessment reports and submit to Laboratory
  • Conduct site supportive supervision of testing sites
  • Quality Manager
  • Compiles POC testing reports
  • Coordinates submission of district summary reports
  • Evaluate POC testing summary reports.
  • Compile POC testing reports.
  • Submit report to Laboratory Quality Manager

EDUCATION AND TRAINING

  • Bachelor’s Degree/Bachelor of Technology in Biomedical Science/ Medical laboratory Science or any other field related to the work under this assignment.

EXPERIENCE

  • Three (3) year of experience working in the Laboratory environment.

RESPONSIBILITY

FOR WORK OF OTHERS: The incumbent supervises the students during their In-Service training in performing their cuties through standard operating procedures.

FOR PROPERTY: The incumbent is responsible for ensuring that the equipment is used properly and well maintained.

FOR EFFECT OF ERRORS: The incumbent is responsible for technical errors which could result in the provision of unreliable services leading to faulty and costly treatment of patients, even death; for example, misdiagnosis of a patient with cancer whose results show otherwise.

FOR SAFETY OF OTHERS: The incumbent has to ensure that safety precautions are being followed in the handling and disposal of specimens and that chemicals are appropriately placed.

COMPLEX ITY

AUTHORITY FOR DECISION- MAKING: The incumbent has authority to reject improperly filled and wrongly presented specimens.

PROBLEM- SOLVING: The incumbent is expected solve work related problems relevant to his/her level.

PERVERSION RECEIVED: The incumbent works under the supervision of Senior Laboratory Technologist

DEXTERITY: The job requires the use of a microscope when examining microscope slides and this requires coordination of both eyes and hands

DURATION AND REMUNERATION:

This position is for thirty (30) months period and it is renewable based on performance and availability of funding. The salary for this position is market related, but will also be commensurate with requisite qualifications and experience.
