Planning
Contribute to formulation and review of SARCS plans
Support the development and enhancement of Planning, Monitoring Evaluation and Reporting (PMER) system for the SARCS programs, by adding value to the existing PMER framework through strengthening qualitative and qualitative approaches in close collaboration with program leaders and Red Cross and Red Crescent movement partners.
Conduct analysis of quantitative data when required and integrate the findings with qualitative research outputs
Designing tools for qualitative and quantitative data collections such as key informant interviews, focus groups and literature reviews.
Support in data collection planning, implementation, analysis, and report writing of SARCS reports
Monitoring
Ensure technical support is provided for proposals in developing log frames, indicators, PMER plans, budgets in alignment with SARCS and international humanitarian standard
Enable that frontline and technical staff are knowledgeable on technical aspects related to M&E, tools and quality standards and are able to comply
Support the development of efficient and effective monitoring systems as warranted by and per programme/project.
Ensure appropriate identification and use of strategic information;
Provide support in the development of survey tools
Support in the analysis of satisfaction survey reports
Provide technical monitoring support to SARCS
Review the status of monitoring systems in place and work with the relevant delegates to improve and update the current programme monitoring tools
Reporting
Ensure partner and direct implementation is monitored on a regular basis for quality standards, and humanitarian principles through schedule visits, data quality audits, spot check / verification visits against reports, and reports reviews (as per agreed schedule with donors and partnership)
Ensure the effective functioning of the PMER system and that the outputs of this system reach SARCS management and other stakeholder on an accurate and timely manner.
Provide support in drafting a variety of internal and external reports.
Initiating the collection and collation of inputs from the field and ensuring that accurate information and required formats are used, in order to support the drafting of various reports including pledge-based reports for various donors.
Assisting with the internal and external reporting based on SARCS standards.
Support the programme coordinators to ensure SARCS reporting standards are upheld
Accountability:
Ensure Learning events are conducted for direct and partner implemented projects before the closure of the project in order to document learnings and best practice for future programs.
Take lead to conduct an end-line measurement of the outcome level indicators to understand the change programs contributed to.
Ensure key findings from the measurement processes (end-lines & evaluations) are shared with SARCS management and external entities as advised by the project and program managers.
Promote a culture of accountability with TRC, technical workstream leads and field coordination. Support evidence-base of monitoring and evaluation work on the operation, to inform accountability to donors and partners
To ensure efficient and effective management of SARCS resources in operations/programmes under the areas of responsibility.
To ensure compliance with SARCS Secretariat management policies, procedures, processes in the area of operations.
To seek management and policy advice and guidance as required.
Information Management
Provide IM technical support to the sectors including Health, Food security, Livelihoods, WASH, CTP and Shelter.
Enabling the flow of data from the field (SARCS and PNS)
Identifying gaps in data collection and work with SARCS and PNS to cover the gaps.
Provide technical guidance over tools that support data collection and analysis such as Open Data Kit (ODK), KoBo Toolbox etc.
Ensuring data quality; by improving data collection forms, training of staff, developing data-processing procedures, and other possible actions.
Disseminate information and provide data analysis to all those requiring them, in a timely and useful format.
Timely creation/generation of information products such as maps, infographics and other data visualizations to support the decision-making process and cover the information needs for the Operation.
