Planning Engineer

Applications are invited from suitably qualified Lesotho Nationals for the above‑mentioned position. The position is tenable at LEC Head Office, Maseru.
The incumbent will be responsible to the Section Engineer – Planning.
Qualifications, Experience & Other Requirements
• BSc or BEng in Electrical Engineering
• Minimum of four (4) years’ experience in transmission or distribution network planning
• MSc in Electrical Engineering (added advantage)
• Experience in Project Management is critical
• Strong understanding of HV/MV/LV systems
• Knowledge of Load Flow analysis software is crucial (e.g., DIgSILENT, PowerFactory, PSSE, ETAP etc.)
• Knowledge of Energy Planning software is crucial (e.g., PLEXOS, PYPSA, OSeMOSYS etc.)
• Knowledge of SCADA systems and grid operations
Key Performance Areas
Network Planning and Project Management
• Review and approve designs and cost estimates for distribution network expansion and system improvement prepared by Network Designers
• Prepare electrical system layouts and single‑line diagrams (SLDs) for all voltage levels
• Review and approve quotations for domestic, industrial, and commercial customers as per delegation of authority
• Prepare technical specifications and terms of reference for all engineering projects
• Develop short‑term and long‑term network expansion plans
• Review and analyse “as‑built” drawings prepared by Network Designers
• Perform power system studies (load flow, short circuit, voltage drop, protection)
• Attend to internal and external project stakeholders
Policy Development / Strategy
• Develop annual activity plan for Planning and Projects Section, guided by directives from Section Engineer – Planning
