Job Description:

People & Culture Policies and Procedures:

  • Participates in the development of P&C business plan to support implementation WVL strategy and implement the policies overall objectives;
  • Provide advice on adherence to the WVL P&C manual and the Labour Code of Lesotho in making any human resources related decisions;
  • Provide support for implementation of departmental programs and initiatives and ensure compliance with the P&C policies and procedures as well as the internal controls.

Recruitment and Selection:

  • Develop the Recruitment Tracking Tool for all the positions to monitor adherence with the time lines and enhance timely filling of vacancies;
  • Participates in the recruitment process of staff and provide guidance to ensure that the process is conducted in a fair, transparent and professional manner;
  • Follow through the system recruitment to verify relevance of job applicants in respect of the job profile, and screen the candidates to the next interview stage in liaison with the recruiting manager; Partner with recruiting managers to ensure proper handling of interviews and conduct reference checks with Misconduct Disclosure Scheme prior to final selection of the suitable candidate; Facilitate interpretation and signing of core documents (Disclosure form/conflict of interest, Safe guarding & child protection, code of conduct, core values, mission, vision, HR declaration forms) and other related on-boarding documents
  • Facilitate and coordinate effective orientation and induction to newly recruited staff (Police clearance, medical examination, organization policies, procedures and culture and work-related guidelines, norms and responsibilities etc.); Facilitate the process of acquiring relevant documents for Expatriates’ staff and their accompanying family members through the appropriate authorities, departments and ministries of Lesotho.

Remuneration and benefits

  • Maintain a file of staff changes that affect their salaries (new recruitments, terminations, acting, promotions, etc) Update monthly changes to provide accurate to provide information for changes into to be effected in the payroll
  • Ensure that supervisors are reminded to encode LDRs in the system before termination in work day;
  • Prepare payment (daily time sheet stipend) of grants volunteers and enumerators for review and approvals
  • Prepare payments of part-time employees for review and approvals and monthly report submitted. Ensure that all terminated staff have completed clearance forms within 1 week of exit/termination. Assist to prepare terminal benefits documentation so that benefits are paid timely within a month of exit/termination and POP & termination checklist updated.

Performance Management

  • Assist the line managers in ensuring that the Partnering for Performance process is effectively followed at all levels, and signed performance agreements are verified and submitted to P&C on time,
  • Facilitate performance appraisal of an employee on probation in liaison with the immediate supervisors four weeks ahead of the end of the probation period and in accordance with the WVL P&C Manual and ensure the confirmation process is successfully completed within the acceptable period;
  • Participates in staff training and related interventions that are meant to impart knowledge and bridge the performance gaps.

Human Resources Information System

  • Undertakes periodic bulk filing of staff information (contract renewals, merit letters, and performance management records (agreements and reviews) into HRIS; Ensure ongoing staff changes (eg. Marriage status, surname) are properly captured and updated on HRIS with strict confidentiality.
  • Organise subject files for all P&C information with proper labelling for ease of retrieval. Develop e-filing for all staff files and categorize by departments for proper sequencing and ease of retrieval.
  • Oversee archiving of staff files in accordance with WVL and national archiving standards; Ensure and maintain less than 1% error rate audit findings in staff records
  • Effect all staff movements/changes in file records and update staff compliment; Conduct periodic file audits to ensure that all staff necessary information is in place and updated for compliance and audit process
  • Encodes new recruited staff data, monthly change, increments and other related data is up-to-date, accurate and readily available for monthly payroll processing
  • Ensure that information on new employees is provided timely for P&C updates to be shared on Communications newsletter
  • Track the annual leave balances on HRIS to ensure correctness and up-to-date staff records; Provide guidance to staff on day to day system navigation for employee self-service and any system related matter
  • Provide monthly reports to track compliance on required data submissions from staff (e.g conflict of interest, completion of mandatory training etc); Extract report from the dashboard and ensure that WVL meets 100% compliance rate.

Staff Care

  • Communicate WVL P&C policies, procedures, and guidelines to new and existing staff as deemed necessary so that the rights and responsibilities of staff become clearer and more understandable.
  • Engage in encouraging staff to participate in the Our Voice surveys and other communication platforms through continuous training and proper guidance to enhance a positive work environment;
  • Ensure that decisions made by management, at all level, regarding people management, is compliant with the Labour Code of Lesotho and other codes of practice of the organization
  • Respond to staff inquiries regarding staff recruitment, promotion, transfer, benefits, compensation, welfare and others in accordance with HR manual and related policies
  • Provide support and guidance to staff and line managers in enforcing the grievance procedure and the use of Ethics Point; Ensure timely notifications for staff support regarding relevant events (eg, funeral, birthdays, motivation inserts, new born, etc) to enhance work-life balance and staff morale.  

Qualifications:  Education/Knowledge/Technical Skills and Experience

  • Bachelors degree in Human Resources, BComm HR/BTech HR/ Industrial Psychology;
  • Minimum of 3 years experience in the field of human resources;
  • Experience in HRIS would be an added advantage;
  • Experience in People management;

Working Environment / Conditions:

Office – based with frequent travel to the field and outside Lesotho
