Applications are invited from suitably qualified local candidates for the following positions tenable in the Ministry of Local Government, Chieftainship, Home Affairs and Police:

POSITION TITLE: Passport Services Manager

RESPONSIBLE TO: Director Passport Services
NUMBER OF POSITIONS: Three (3)


JOB SUMMARY
Under the general supervision of the Director Passport Services, the incumbent will be responsible for leading and coordinating passport services at the District; facilitating enrolment, monitoring utilization of passports, dissemination of information on issues relating to passports and travel documents at District level; managing fiscal and physical resources; managing performance of staff and the department; and handling grievance and disciplinary cases.


MAIN DUTIES

1.0 TO LEAD AND COORDINATE PASSPORT SERVICES AT THE DISTRICT
1.1 Develops an operational plan for the District
1.2 Monitors implementation of operational plan
1.3 Reports on the performance of the District office

2.0 TO FACILITATE ENROLMENT
2.1 Approves applications for printing
2.2 Authorizes replacement of passports with errors

3.0 TO MONITOR UTILISATION OF PASSPORTS
3.1 Exchanges information on awarded official and diplomatic passports with the Ministry of the Public Service and Foreign Affairs
3.2 Exchanges information on fraudulently acquired passports with law enforcement offices
3.3 Conducts joint inspections with relevant stakeholders on illegal residents and illegal passports
3.4 Notifies the Director of the need to revoke and blacklist fraudulent passports
3.5 Assesses the period of lost, recovered but unclaimed and uncollected passports to notify the Director of the need to dispose of them
3.6 Authenticates issued passports and other travel documents


RESPONSIBILITIES

  • For work of others: Full responsibility for the Passport Office at District level
  • For property: Responsible for enrolment, distribution, and revocation of passports
  • For effect of errors: Responsible for errors committed during enrolment, distribution, and revocation
  • Safety of others: Responsible for safety of all staff in the District office

COMPLEXITIES

  • Authority for decision making: Enrollment, distribution, and revocation of passports
  • Problem solving: Capable of decisively dealing with queries and lost passports
  • Supervision received: Expected to work independently and report to the Director Passport Services
  • Dexterity: Minimal

  • Ministry of Public Service and Foreign Affairs for diplomatic and official passports
  • Law enforcement for lost passports and revocation interventions
  • Local authorities and the public for information dissemination and complaint handling

JOB SPECIFICATION

  • Master’s Degree in Public Administration or any Social Sciences plus two (2) years working experience
    OR
  • Degree in Public Administration or any Social Sciences plus three (3) years working experience in Civil Service
