BACKGROUND
Medair is increasingly collaborating with local partners as a programme implementation modality. However, Medair currently lacks a comprehensive, centrally approved set of tools and training to support partnerships. This has resulted in inefficiencies, inconsistencies, and the repeated reinvention of tools at programme level, as well as limited visibility and control by the Global Support Office.
Medair has recently secured funding to support the development of standardised tools and training for local partners. Due to limited capacity within the International Programmes Teams, Medair seeks to engage a Consultant to lead this project.
PURPOSE
Working in close coordination with Medair’s Partnerships Focal Point and the Deputy International Programmes Director, the Consultant will lead the development of a standardised due‑diligence procedure, incorporating varying risk levels and partnership types.
The assignment includes reviewing and consolidating existing Medair tools, alongside external good‑practice resources, to develop a globally applicable suite of tools and training materials. These materials will strengthen the capacity of local partners to meet donor requirements and apply for funding independently.
The Consultant will contribute practical, feasible solutions aligned with Medair and donor requirements and deliver “train‑the‑trainer” sessions for country programme staff.
OBJECTIVES
- Create and roll out standardised processes, tools, templates, and training for partner management
OUTPUTS
Phase One
- Partner categorisation system based on risk level and project type
- Summary of due‑diligence requirements from Medair’s key donors
- Standardised due‑diligence process flowcharts with tiered approaches
- Due‑diligence checklists linked to process tiers, including donor‑specific annexes
- Collaboration with the MedEx focal point to translate processes into digital requirements
- Partner capacity assessment tool
- Consolidated and approved global partnership tools and documentation
Phase Two
- Modular training package aligned with the partner capacity assessment
- Delivery of train‑the‑trainer sessions to Medair staff (remote/Teams)
ACTIVITIES
Review and Analysis
- Review existing country‑programme tools and templates
- Conduct stakeholder briefings to understand current processes
- Define requirements for new tools and systems
Process Design
- Design a risk‑based partner categorisation framework (four categories)
- Define due‑diligence requirements per category
- Define partner capacity assessment requirements per category
Documentation
- Develop due‑diligence process flowcharts
- Develop due‑diligence checklists per category
- Create partner capacity assessment templates per category
- Update user requirements for digitisation with MedEx focal point
Template Development
- Develop approved global templates covering:
- Partner identification and registration
- Due diligence
- Capacity assessment
- Contracting and sub‑award agreements
- Capacity strengthening tracking
- Partner reporting
- Partnership reviews
Training Design and Delivery
- Develop modular training materials linked to capacity gaps
- Deliver train‑the‑trainer sessions to Medair staff
SCOPE
- Programmatic partnerships, with a strong focus on local actors
METHODOLOGIES AND TOOLS
No fixed methodology is prescribed. Medair will provide access to existing tools, including the Charter for Change (C4C) due‑diligence tool, to be adapted as appropriate.
The Consultant must submit a proposal outlining:
- Proposed methodology
- Estimated timeframe (based on activity schedule)
- Proposed consultancy fees
TIMEFRAME AND SCHEDULE
All activities will be conducted remotely.
Phase One Activities (Remote)
- Stakeholder briefings
- Tool and template review
- Partner categorisation system
- Due‑diligence process flowcharts
- Checklists and digitisation review
- Partner capacity assessment tool
- Approved global templates
Phase Two Activities (Remote)
- Development of modular training package
- Delivery of online training sessions
The Consultant will work up to 20 hours per week (approximately 50% time).
CONSULTANCY FEES AND PAYMENT TERMS
- Consultancy fee: To be proposed by the Consultant
- Consultant expected to work at 50% capacity to accommodate Medair review processes
- 50% payment upon completion and approval of Phase One outputs
- Remaining 50% payment upon completion and approval of Phase Two outputs
- Payments issued within 30 days of accepted invoice
- VAT must be included where applicable
CONSULTANT RESPONSIBILITIES
The Consultant must:
- Obtain and submit proof of medical and professional insurance
- Submit proof of business registration or taxpayer ID (where applicable)
- Provide own laptop, software, and equipment (not reimbursable)
MEDAIR RESPONSIBILITIES
Medair will:
- Provide access to existing tools and documentation
- Make staff available for consultation, review, and feedback
TRAVEL
- No field travel expected
- Any Global Support Office travel will be assessed and pre‑agreed
TIMELINE
- 17 April 2026: Deadline for bidder questions
- 22 April 2026: Medair response to bidder questions
- 03 May 2026: Closing of bidding process
