As the principal intergovernmental organisation of the Commonwealth, the Commonwealth Secretariat implements the collective decisions of its 56 member governments. The Commonwealth Youth Programme (CYP), working with Commonwealth member governments, youth leaders and youth work professionals to develop and implement policy and programmes for the empowerment of young people. The CYP focuses on areas of major political, economic, and social importance to young people, based on mandates received from Commonwealth Heads of Government Meetings (CHOGM) and the Commonwealth Secretariat Strategic Plan.

The Pacific Youth Council (PYC) role is to facilitate youth-led development in the Pacific Islands. Since its establishment, the PYC has endeavoured to develop its status as an autonomous regional entity while building the capacity of its membership of national youth councils.

The role of PYC in mainstreaming youth voices, representation and issues in Pacific Island countries and territories continues to be essential. Their regional presence in sustaining the voice and representation of youth in Pacific development remains evident through their youth mobilisation efforts and in facilitating partnerships and engagement between the Commonwealth, Pacific Community, development partners and youth networks within the region.

The PYC has been a key regional partner for the Commonwealth Youth Programme for the last 20 years contributing significantly to Commonwealth and regional initiatives such as the Pacific Youth Development Framework (PYDF) Partnership.

The Commonwealth continues to reaffirm its commitment to youth development issues at CHOGM 2022 in Rwanda where the Commonwealth Heads announced 2023 as the ‘Year of Youth’.

Eligibility

Applicants must:

  • Be aged between 18 to 29 years at the time of application, on 31 July 2023;
  • Be a citizen of a Pacific Commonwealth member country;
  • At least a bachelor’s degree in Business Management, Social Sciences or any other related field;
  • At least 5 years’ experience in providing operational and administrative support to youth networks, particularly in Pacific Commonwealth countries;
  • Proficient in developing progress reports, financial reports, and database management.
  • Demonstrated experience in engaging and mobilising stakeholders and resources from governments, private sector, CSOs, youth networks for youth development.
  • Have a proven track record of working in multinational, and remote teams;
  • Have evidence of strong experience in managing a diverse, regional and/or international network;
  • Have strong writing and reporting skills and excellent communication and project management skills
  • Be available to commit 18 hours per week to network activities.

 

Key deliverables and responsibility

The main role of the PYC Administrative Support Coordinator is to coordinate the activities and operational functions of the PYC under the leadership of the Executive Committee (EXCO) and report network activities back to the Secretariat. All jobs will be done remotely or as advised by the Pacific Youth Council Executive.

Task description

  • Manage the day-to-day management of the Pacific Youth Council (administratively) and keep up with logistical arrangements;
  • Prepare and submit monthly activity progress reports and financial reports to the PYC Executive Board and funding partners, as required.
  • Work with the PYC TAG to establish and strengthen partnership with key national, regional and international organisations and other supporting networks to allow for greater opportunities for partnership and collaboration;
  • Facilitate regional and international organisations support for National Youth Councils and national youth organisations.
  • Develop and maintain a database of members.
  • Ensure that PYC is represented at global, regional and national forums as and when required, and when Board members are not available.
  • Develop, with PYC Board and PYC TAG, activities and project proposals to implement PYC’s activity plans, including mobilising resources for PYC General Assembly, activities and long-term sustainability of PYC.
  • Improve communication channels and effective engagement in order to strengthen the PYC’s relationship with the national, regional and international organisation, and, youth networks and other regional youth bodies;
  • Raise the profile and visibility of PYC’s role and activities as per PYC’s Communication Strategy
  • Other tasks as is requested and agreed upon with the PYC and the Commonwealth Secretariat;

  • The candidate should possess excellent administrative and people skills, ability to coordinate/support meetings
  • The candidate must have experience in leading and/or writing publications, policy papers, support research and thematic policy areas.

2. Project Management & Implementation

  • The candidate should be able to commit the time required, at ~18 hours per week
  • Possess project management/project delivery skills, support partnerships development, implementation track record, build stakeholders/network relationships & strategic planning
  • Candidate should be able to demonstrate resourcefulness, and working with limited time and resources
  • Candidate should be well-versed in the effective use of remote-working tools

3. Networking

  • The candidate should be able to demonstrate his/her network in the relevant space;
  • The candidate should also account and share for the skills to grow a community and network, beyond personal networks.
