Job Summary
The Owner’s Engineer (OE) for rural footpath construction will serve as the technical representative of Hirundo Energy. The OE is responsible for overseeing the planning, execution, quality control, and compliance of the footpath construction project in Mohale’s Hoek. This role ensures that the project meets technical standards, is cost-effective, environmentally sustainable, and aligns with the needs of the local community.
The OE will work closely with the appointed subcontractor to supervise on-site works and coordinate with a designated Health, Safety, and Environment (HSE) expert to ensure all activities comply with applicable safety and environmental standards.
Key Responsibilities
- Conduct or supervise topographic and level surveys to assess terrain.
- Identify existing utilities (water, sewer, cables) to avoid construction clashes.
- Ensure designs meet local council standards and accessibility norms, including adequate slope and drainage to prevent waterlogging.
- Promote environmentally friendly practices (e.g., avoid blocking natural water paths, protect trees and farmland).
- Ensure designs are appropriate for rural conditions, using locally available materials (e.g., stone, compacted earth).
- Monitor daily site activities to ensure compliance with specifications and drawings.
- Perform quality control checks on workmanship, material quality, and compaction.
- Maintain records of weekly progress, issues encountered, and actions taken.
- Keep checklists and records of inspections and approvals at various stages.
- Communicate effectively with local residents, shop owners, and other stakeholders.
Qualifications
- Education: Degree in Civil Engineering
- Experience: Minimum of 3 years in relevant roles
- Technical Skills:
- Strong understanding of basic road design principles in challenging terrains
- Familiarity with identifying and marking existing utilities to avoid construction clashes
- Practical Know-How:
- Experience working in remote, rugged environments
- Hands-on understanding of low-impact construction practices
- Soft Skills:
- Strong communication, coordination, and reporting abilities
- Ability to work independently, solve field problems, and adapt to unexpected challenges
