KARABO EA BOPHELO at Baylor College of Medicine Children’s Foundation – Lesotho. The Baylor College of Medicine Children’s Foundation – Lesotho (BCMCFL), is the result of a public-private partnership between Baylor College of Medicine International Pediatric AIDS Initiative and the Government of Lesotho, and is a legal, non-profit/tax exempt organization registered in Lesotho. BCMCFL provides free pediatric and family-centred HIV and tuberculosis prevention, care, treatment, and support, serving thousands of children and families affected by HIV, TB, or other child health conditions. Karabo ea Bophelo (KB) is a five-year USAID-funded activity to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC) and adolescent girls and young women (AGYW) in Lesotho. 

BCMCFL is looking for highly qualified local candidates to fill in the following positions available under Karabo Ea Bophelo Project on a full-time, Fixed-Term Contract basis.

Position Overview

The OVC Technical Specialist will provide technical support and guidance to KB consortium partners in quality implementation and monitoring of both OVC and DREAMS interventions outlined in the work plan. Working closely with technical experts, his/her knowledge and skills will contribute to determining how effective, adaptive and innovative the OVC programming is throughout the country. The position is based in Maseru and reports to OVC Technical Manager.

Responsibilities include, but are not limited to the following:

  • The OVC Technical Specialist will serve as the primary point of contact for KB consortium partners and other stakeholders regarding OVC and DREAMS technical matters.
  • Coordinate closely with other KB Technical Specialits to contribute to a holistic, integrated, and comprehensive project implementation. Support consortium partners to utilize case management approaches and actively engage children, young people and families in case management processes.
  • Provide technical support to project implementation and ensure that OVC and AGYW results are achieved
  • Provide support in gender issues and child protection in line with national OVC program quality principles and standards, donor priorities and guidelines.
  • Maintain and cultivate strategic relationships with all relevant Ministries working to improve child development and work with other KB program components to ensure that activities are in-line with the national OVC strategies and objectives.  
  • Ensure partners have realistic and technically sound plans for implementation of both OVC and DREAMS interventions.
  • Accelerate the development of project documents and tools, as well as technical manuals, training materials, quality improvement and OVC program assessment guidelines.
  • Provide capacity strengthening to consortium partners through trainings, workshops, facilitated group interactions as well as regular communication via email, telephone and site visits.
  • Ensure close follow up, tracking, support and monitoring of beneficiaries’ clinical outcomes in collaboration with clinical partners and health facilities.
  • Contribute to the learning agenda by conducting literature reviews, gathering information from various sources on assigned topics, analyzing data and reporting results. Keep abreast of developments, research and innovations in OVC programming.
  • Conduct supportive supervision and technical assistance to consortium partners to ensure adherence to technical standards and quality norms, in collaboration with all relevant stakeholders such that 50% of every month is spent in the field.
  • Ensure accurate and timely reporting of all assigned project activities per donor and KB standards and established schedules
  • Perform any other duties as may be assigned by the management.

Educational Qualifications, Work Experience

Bachelors’ degree in Public Health, Social Work, Community Development or other field of study related to the program scope of work required and at least three (3) years of experience with community-based programs focused on the needs of children, adolescents, and underserved populations. 

Key Competencies and Skills 

  • Experience implementing USAID and/or PEPFAR-funded OVC and DREAMS programs. 
  • Pprogramming experience in the field of nutrition, HIV, economic strengthening, child protection, violence against children, case management, and early childhood development.
  • Excellent written and oral communication skills with proven ability to write reports that meet donor requirements.
  • Demonstrated capacity to provide OVC and DREAMS technical guidance to colleagues, partners, and stakeholders.
  • Self-guided with strong organizational and planning skills, demonstrated experience in multi-task management and meeting deadlines.
  • Demonstrated ability to work with local partners in a productive and effective manner that respects their organizational strengths and addresses weaknesses.
