Job Summary

Under the general supervision of the Organizational Development Manager, the incumbent will be responsible for reorganization and restructuring in the Ministries, preparation of work plans, and supervision of staff.

Main Duties

1. Reorganization and Restructuring

  • Conduct management audit and strategic planning consultancy studies in order to increase organizational efficiency and effectiveness.
  • Prepare management audit and strategic planning reports after each consultancy in order to increase efficiency and ensure optimal deployment of staff.
  • Present management audit and strategic planning reports after each consultancy to client Ministries/Departments in order to agree on recommendations.
  • Monitor the implementation of recommendations after each consultancy to ensure performance improvement in the client Ministries/Departments.

2. Supervision and Management of Staff

  • Supervise and guide the Assistant OD Officers on operations to ensure that divisional objectives are met.
  • Report all activities of the Assistant OD Officers on a quarterly basis to the OD Manager in order to assess progress.
  • Conduct half-yearly staff appraisals for staff under your supervision in order to assess performance and productivity.

3. Preparation of Work Plans

  • Prepare own annual work plan in consultation with the OD Manager to ensure that work is carried out according to schedule.
  • Approve the annual work plans of staff under your supervision to ensure that work is geared towards departmental objectives.

Job Specification

Either:

  • Master’s Degree in Human Resource Management, Public Administration, or Business Administration, plus two (2) years working experience in a related field.

OR

  • Postgraduate Diploma/Honours in Human Resource Management, Public Administration, or Business Administration, plus three (3) years working experience in a related field.

OR

  • Bachelor’s Degree in Human Resource Management, Public Administration, or Business Administration, plus five (5) years working experience in a related field.
