The bi-national Lesotho Highlands Water Project (LHWP), of the Kingdom of Lesotho (KOL) and the Republic of South Africa (RSA) is aimed at harnessing the water resources of the highlands of Lesotho for the mutual advantage of Lesotho and the Republic of South Africa.

The LHDA Board is currently looking for suitably qualified individuals to serve in the below mentioned Sub-Committees, for an initial period of three years to assist the LHDA Board in overseeing the governance of the LHDA.

Membership may be extended for a further term.

Vacancy: OPERATIONS AND MAINTENANCE SUB-COMMITTEE MEMBERS (3 YEAR CONTRACT PERIOD)

Purpose: 

To assist the LHDA Board and Development and Operations Division for optimal performance in meeting LHDA’s Treaty obligations relating to the delivery of water, generation of hydro-power and discharge of social and environmental responsibilities in an efficient, sustainable and cost-effective manner. 

Qualifications:

Degree in Mechanical, Electrical or Civil Engineering. Post-graduate qualification in Mechanical, Electrical or Civil Engineering will be an added advantage.   

Experience:  

Ten (10) years working experience in supervisory/management capacity in a similar corporate environment.   

Essential Requirements for the Post:   

Ability to identify potential problem areas and deal with them proactively

Knowledge of operation and maintenance of large project

Should have ability to accurately analysis and assess the maintenance requirements of the operations facilities of the LHWP

Previous committee membership will be an added advantage  

Major Tasks & Performance Requirements:  

Reports to the LHDA Board on periodic or agreed frequency basis through the Committee Chairperson.

Attends periodic Sub-Committee meetings in LHDA during business hours.

To investigate and propose operational strategies for the management of OMC risks; To investigate and identify appropriate best practices in the implementation of OMC programmes and projects;

Investigate, identify and recommend to the board the development of asset management framework, policies and guidelines for the effect and efficient management of all LHWP Assets and asset systems;

To review the policies and performance in respect of OMC variables of the people, plant, systems and processes and projects and the outcomes;

To do periodic performance and conditions assessment including compliance (asset management framework, policies, guidelines, SHE and legal) evaluation;

To monitor and ensure management’s adherence to operations and maintenance aspects of LHDA’s vision, mission and stated values.  This involves monitoring the set key performance indicators and reporting to the Board on progress achieved in this regard;

To ensure that all OMC strategic asset management plans are adequately budgeted for and that the performance against budget is monitored and any variances are reported timeously;

To ensure that OMC requirements are incorporated into the LHDA planning and operational strategies; To monitor external environments and propose necessary responses to changes in legislation as well as political, economic and technological environments;

To identify all relevant best international practices and propose measures to ensure effective compliance; To assist the board in ensuring achievement of the following aspects

Delivery of water to the Republic of South Africa Generation of electricity, and Operations and maintenance of the LHWP

To support, advise and provide guidance on the effectiveness of LHDA management’s efforts in respect of operations and maintenance.   

Remuneration:  

Remuneration of members of the Sub-Committee will be market related and shall cover preparation and attendance of Sub-Committee meetings, Sub-Committee work and ad hoc work such as special delegated tasks or investigations.  Members of the Sub-Committee will be fully reimbursed for authorized expenditure incurred in the performance of their duties. Typical expenses include travel, accommodation, secretarial and courier services.
