RESILIENT WATERS ACTIVITY SCOPE OF WORK

Title: Operations and Finance Manager
Contract length: Fixed term contract up to June 2023 (estimated)

  1. BACKGROUNDThe goal of the USAID/Southern Africa Resilient Waters Program is to build more resilient and water secure Southern African communities and ecosystems through improved management of transboundary natural resources and increased access to safe drinking water and sanitation services.

    Resilient Water has four integrated objectives, which are intended to reinforce each other to improve overall water security and resilience of communities and ecosystems. For selected geographies in Southern Africa, Resilient Waters will result in:
    Improved transboundary water security and resource management;
    Increased access to safe, sustainable drinking water and sanitation services;
    Strengthened ability of communities and key institutions to adapt to change; particularly the impacts of climate change; and
    Conserved biodiversity and ecosystem services.
    The Operations and Finance Manager will manage the overall accounting, financial, procurement, and administrative activities, processes, and procedures for the Resilient Waters Program.

II. PRINCIPAL DUTIES AND RESPONSIBILITIES
Oversee all project administrative and financial systems
Oversee project procurement and logistics systems and processes
Manage the recruitment process and on/off-boarding of project staff together with the Office Manager
Supervise administrative/finance/operations staff; oversee day-to-day project office administration
Ensure project compliance with local law and Chemonics home office human resource practices during recruitment and hiring; maintain personnel records in compliance with USAID regulations and local laws
Review employment contracts for field employees for accuracy and ensure compliance with field office policy manual and local labour laws and assist with orientation for new team members
Ensure accurate and timely processing of payroll for local staff
Oversee management of the physical office, as well as procurement of all office equipment, supplies and services
Responsible for overseeing inventory management and tracking of all project equipment
Ensure VAT claims are processed according to local and USAID regulations and accurate reimbursement files are maintained
Responsible for overall project office financial management, including reviews of all expenditures and transactions, payment documentation and approval of petty cash while adhering to and implementing home office field accounting manual procedures
Responsible for closely monitoring and make all necessary efforts to reduce accounts receivable and accounts payable balances
Oversee field office project finances and budget reporting, and support operations team with information analysis of financial processes and monthly expenditures through preparing financial reports on a monthly, quarterly and annual basis, as needed
Maintain and control the project field cash position, including but not limited to: requesting accurate and appropriate wire transfer requests,
Ensure that local bank accounts are reconciled and balanced on a monthly basis and review monthly bank reconciliations
Supports procurement, grant and subcontract administration activities to ensure compliance with USAID regulations and Chemonics processes and procedures

Maintain transparent, detailed, comprehensive and audit-proof record keeping systems per Chemonics’ policies, including for all project expenditures
Other duties as assigned by the deputy chief of party

  1. QUALIFICATIONS

Minimum 8 years of experience successfully managing a range of financial, administrative, operational, procurement, subcontracting and personnel management functions and processes for complex, multimillion-dollar projects in East and Southern Africa; experience managing USG or other donor-funded projects/contracts preferred

Bachelor’s degree in relevant discipline required; advanced degree in relevant discipline desired

Demonstrated experience successfully managing and supervising administrative and financial staff on day-to-day operations in support of project goals

Demonstrated grantee capacity building and grants management experience, preferably through overseeing multi-million grants programs for USAID or other donor-funded projects

Expertise in managing finance and accounting systems to ensure accurate budgeting, forecasting, cash-flow management, disbursement of funds and financial reporting

Fluency in English and knowledge of operating environment in South Africa, including registration, taxes, and labor law required

Working knowledge of D365 strongly preferred.

V. REPORTING

The Operations and Finance Manager reports to the Deputy Chief of Party.
