GOVERNMENT OF LESOTHO (NATIONAL MANPOWER DEVELOPMENT SECRETARIAT) PRIORITIZATION OF SCHOLARSHIP FOR SOUTH AFRICAN INSTITUTIONS -2019

Prioritization of courses to be sponsored by NMDS was based on the priority sectors that have been identified in NSDP II Diagnostic Report.
These are: (i) Manufacturing
(ii) Tourism Services
(iii) Technology and Creative Industries, and
(v) Agriculture

Prioritization of these sectors was based on the following criteria;
They have high potential of creating jobs

• GDP growth potential
• High comparative advantage
• High value chain
• High multiplier effect

Human capital development is the central and most crucial to all these sectors and hence should be treated as such. Prioritization of scholarships and trainings was, therefore, anchored on these priorities; they have been identified as the main sectors that will develop Lesotho’s economic growth and reduce high scourge of unemployment.

National Human Resource Development Policy (Draft) has shown that although agriculture, manufacturing, tourism and mining were identified as key priority sectors in the previous NSDP, they were not prioritized by the Ministry of Education; training and curriculum were not aligned to the national priorities.

NMDS sponsorship awarding and criteria were also not based on the national priorities, therefore this has had adverse effects on the implementation part of that plan. In NSDP II, we need to be more focused and prioritize training based on the national priorities.

Private sector participation is also necessary for human development as it is the private sector that is expected to create jobs and absorb the graduates as well as propel this economy. Focus was based on the needs of the private sector,and although the private sector submitted its training requirements to NMDS, more effort is still needed to engage them so that we reduce the level of skills mismatch that was identified in the NHRDP.

Policy Recommendations
• For a country to be developed, it must have sound productive sectors which will ultimately increase GDP and hence increase employment. During this exercise, it was evident that most of the courses that are production oriented are short courses which are not sponsored by NMDS.

The recommendation is, therefore, that the government policy on training should also include short term trainings that focus on Manufacturing and/ or Production specifically tailor-made for our local needs; The private sector should also partake in the formulation of the curricula to allow for customization of the programmes to be relevant to Lesotho’ s Economic needs.

CHE and TVET should recognize and accredit such courses in affiliation with other institutions from abroadand encourage local institutions to offer such trainings so as to retain funds and reduce the importation of soft skills from outside Lesotho.

• There should also be an establishment of a National Qualification Framework in order to assess qualifications for equivalency. This Framework will help to make qualifications easier to understand and compare. They can also encourage the country to rethink and reform national policy and practice on education, training and lifelong learning.

• There are training institutions in RSA that offer courses that are more relevant to Lesotho’s economy and trainings in those institutions are not sponsored by NMDS. The recommendation is that financing training in such institutions should be considered. e.g. Durban University of Technology (DUT).

• The GoL should also embark on an exercise to scrutinize programme requirements prior to scholarship awarding as other programmes have peculiar prerequisites to completion in order to align the financial support with all the financial requirements i.e. exertions and exchange programmes with overseas institutions; thorough analysis needs to be done so as to avoid justification for funds from students mid-term as this deters their progress

• More in-depth analysis should be made on the work permits that are given to foreigners by the Ministry of Labor so that trainings can also be based those scarce qualifications. The alarming rate of failure for engineering students at Lerotholi Polytechnic should also be looked into as this has led to a high rate of dropouts as many of the students on financial aid find it hard to repeat with a debt to their names.
