NDSO Source Code Consultancy

1. Background Information
The National Drug Service Organization (NDSO) has set aside funds for the financing of the NDSO Source Code Consultancy and intends to apply part of these funds towards the procurement of consulting services.
2. Brief Description of the Required Consultancy
The NDSO operations, based in Mafeteng, are supported by an Enterprise Resource Planning (ERP) System that currently hosts the Procurement, Warehousing, and Distribution functions. However, Finance and Human Resources modules are not included in the current setup.
Additionally, NDSO does not possess the source code for the ERP System, as it is hosted and controlled by the service provider. This creates a significant Business Continuity Risk, especially in cases of service disruption, contractual disputes, or provider failure.
NDSO therefore seeks a consultant to provide expert advisory support and propose feasible mitigation measures against the identified Business Continuity Risk.
Consultancy Objectives
The Consultant is expected to:
- Advise NDSO Management on mitigating the business continuity risk resulting from lack of control and access to ERP source code.
- Provide an independent expert assessment of the mitigation strategy proposed by NDSO’s Information Systems Department.
- Recommend the most effective way forward — including the feasibility, risks, costs, and implications of acquiring a new, modern ERP System with broader capabilities.
3. Estimated Level of Effort
The Consultancy is expected to be completed within 136 days, commencing in February 2026.

5. Invitation to Eligible Consultants
NDSO invites suitably qualified and experienced individual consultants to express interest in providing these services.
Applicants must submit proof of qualifications and relevant experience, including a detailed CV demonstrating similar work completed under comparable conditions.
Where a consultant is employed by a firm, only the qualifications and experience of the proposed individual consultant will be evaluated.
6. Qualification Criteria
Required:
- Minimum of five (5) years of experience evaluating, implementing, or auditing ERP and Warehouse Management Systems (WMS)
- Strong background in IT risk assessment, business continuity planning, and IT governance
- Knowledge of ERP/WMS source code ownership, escrow, and vendor risk management
- Relevant experience with public health institutions, government bodies, or supply chain organizations (preferred)
Minimum Qualifications:
- Degree in Computer Science, Information Technology, or a related field
- Professional certifications such as CISA, PMP, ITIL, or equivalent (added advantage)
- Additional training in ICT risk, business continuity, or ERP governance is an added advantage
