Introduction

The South African Red Cross Society (SARCS) is a National Society that was established by an Act of Parliament as a humanitarian organization auxiliary to the Government in the humanitarian field.
The auxiliary mandate of SARCS as stipulated in the Red Cross Act, demands that it plays a pivotal role in complimenting Governments efforts in Disaster management, Social Services and Health Services.  The SARCS service provision aims at preventing and alleviating human suffering, protecting life and health, and restoring the dignity of the most vulnerable communities.

POST SARCS06/2020:  National Restoring Family Links
Purpose:

The Restoring Family Links National Officer 1 (hereafter referred to as RFL National Officer 1) supports the coordination and development, implementation and monitoring of Restoring Family Links (RFL) activities and strategy across South Africa. He/she also serves as a link between SARCS branches in the provinces and the Headquarters; and complements the provision of technical and data-management support in the treatment of RFL cases and offer of services. The RFL National Officer 1 also supports the integration of RFL in other SARCS departments/activities at provincial and National Office levels.

He/she Replaces the RFL National Officer 2 in his/her absence and acts as the National Focal point for SARCS RFL Unit.

Accountabilities and Responsibilities:

The role of the RFL National Officer 1 is to support the implementation of RFL services and promote the coordination of the development, implementation and monitoring of RFL activities and strategy. He/she ensures that the necessary support and resources are available for the branches/offices to efficiently offer RFL services. The RFL National Officer 1 also engages the various SARCS branches/offices regarding RFL cases.

Ensures that the case management of the SARCS is kept up to date and in line with prescribed guidelines for RFL operations. The FLAnswers being the primary tool for case management, must be kept up to date, of good quality and truly reflective of the activities implemented by SARCS RFL Unit. He/she shall ensure that cases are followed-up as accurately and as timely as possible. He/she shall be in charge of the case updating in FLAnswers, training the staff who would be using the database as a reference and making sure that database information accurately reflects the RFL caseload for the SARCS.

Support to the SARCS branches
Undertakes field missions to SARCS branches and supports them to build a RFL structure and conducts RFL training whenever necessary.
Fosters the linkage between the branches at province level and the SARCS National Office, through regular contact with the branches and reports to the Management at the National Office.
Promotes RFL activities among other SARCS departments, in order to carry our RFL activities in an integrated approach.
Contributes to the design and implementation of the RFL strategy and projects and ensures that RFL programs are running smoothly.
Draft RFL guidelines in line with the RFL strategy for the International Red Cross and the Red Cross and Red Crescent Movement and keeps them up to date.
Support the branches in organizational development, and in building up a RFL volunteer network and their management.
Ensures that RFL statistics are provided by the branches on a regular basis, including to the ICRC when relevant
Oversees and initiates the allocation of budget to the SARCS branches in line with set procedures, and in coordination with the SARCS finance department and the ICRC.
RFL activities:
Carries out RFL activities under the supervision of the National Disaster Manager (DM).
Receives beneficiaries at the office for tracing requests and other RFL related enquiries.
Maintains and establishes contact with relevant stakeholders that could support tracing activities.
Ensures that tracing requests for tracing in the provinces, or which were collected in the provinces, are centralized in the National Office, and shared with the ICRC when necessary.
Ensures the proper filing and organization of tracing cases and relevant RFL documents.
Supports RFL activities at branch level to ensure that they are in line with RFL guidelines and procedures at all times.
Initiates re-contact exercises for active tracing cases, and advices RFL focal points/volunteers in the branches on how to follow-up on the pending tracing cases.
Manages information in a confidential manner and promotes data protection compliance among all SARCS volunteers and focal points working on RFL.
Data Management activities
Ensures the individual filing of cases according to set criteria and guidelines developed by SARCS RFL Unit in coordination with the Disaster Manager and ICRC.
Digitalizes and labels all case-related documents collected or received by the SARCS RFL unit as per guidelines
Ensures proper organization of the RFL filing cabinets and related storage of files
Case management
Process and verify compliance of the requests addressed to the SARCS RFL unit in light of the RFL guidelines and procedures of the institution
Closely follows-up individual files and reminds/advises the RFL volunteers/staff when an action/follow-up is required
Supports the preparation of institutional documents and statistics on cases on a regular and or ad-hoc basis as per need
Prepare and submit periodic activities report and analysis of RFL caseload and activities
FLAnswers database and Trace the Face Southern Africa
Closely follow the implementation of the case management system (FLAnswers) and ensure that it is correctly and effectively used by SARCS RFL personnel.
Perform data entry into the database of FLAnswers as per guidelines.
Check the relevance and quality of the data collected and provide any recommendations or identifies training gaps; provide support as necessary
Check the input in the FLAnswers and performs or support the work undertaken to make corrections.
Train other colleagues of the RFL Unit on the data entry procedures and management of data.
Prepare internal reports regarding updates of data input in the DB, when requested.
Update the Data Entry Procedures for the SARCS caseload when necessary, and in accordance with established guidelines.
Coordinates with the ICRC to ensure that cases collected for TTF SA are timely updated respecting the guidelines, consent forms are duly completed, and photos comply with the set guides.
Processes the distribution of posters, stickers and other promotional material for TTF SA and other RFL activities are available at relevant points/branches
External Relations
Aware of migrant related issues in the region and channels relevant information within the SARCS management and with the ICRC when relevant.
Remains updated on stakeholders’ programs and participates in relevant meetings (i.e. coordination meetings).
Develops and maintains contact with municipal/regional authorities, local branches, the local population and suppliers.
Supports the coordination with ICRC on RFL and program related matters including data management, statistical reporting, training and budget preparation and reporting.
Supports the identification and development/nurturing of partnerships on RFL services with other relevant stakeholders in coordination with SARCS management (and ICRC when relevant)
General duties:
Ensures adequate use and implementation of the financial means and RFL resources.
Accounts for all expenses according to the SARCS financial rules or Project Agreement in place, by compiling all receipts from the branches by the end of the month.
Monitors the activities of volunteers and makes sure that they are paid their incentives.
Analyses data and contributes to written internal reports; assists in institutional exercises relating to planning, budgeting and monitoring programmes.
Represents SARCS and its RFL program to the authorities, other organizations and beneficiaries in a confidential manner.
Manages the availability of forms, stationary and other material for the volunteers to be able to carry their work.
Respects and complies always, with the Red Cross Movement Principles, as well as SARCS internal regulations. Abstains from any form of exploitation of beneficiaries, including sexual exploitation. And makes sure the volunteers working in the project respect the same principles.
Qualifications / Education required:
University degree in Social Sciences or relevant professional experience.
Good knowledge of the socio-economic and political situation of the Southern Africa region.
IT qualifications in database management (preferred)
Good knowledge and skills on computer packages especially relating to database management e.g. MS Access.
Knowledge on design and implementation of social and human development projects, including use of relevant monitoring and evaluation tools
Developed analytical skills.
Good communication skills, negotiation and networking skills.
Adaptability to rapidly changing environments and institutional priorities – capacity to deal with new work-related challenges.
Adaptability and capacity to work in a multi-cultural and multi-disciplinary environment.
Prepared to travel across South Africa.
Professional Experience required:
4 years’ experience in the field of social, political or economic sciences, or similar.
Program Management experience/degree.
Experience with use and programming of databases (MS Access in particular).
Excellent command of English, and good command of native languages of South Africa.
