National Facilitator to support Workplace Site Implementation
NATIONAL SUPPORT TO COVID-19 VACCINE ROLLOUT 

The National Department of Health is working towards establishing workplace vaccination sites across the country so that workers can access the vaccine as soon as possible. This is in line with the national strategy of getting 95% of South Africans vaccinated as soon as possible. As more vaccines become available, the National Department of Health views workplace sites crucial to the scale up of the national vaccination programme.

The National Department of Health’s Occupational Health workstream (made up of representatives from the National Department of Health, industry associations, Business for South Africa, civil society, researchers, industry experts, and others) have been working to identify workplaces that are interested in registering their occupational health clinic, or willing to establish a temporary vaccination site – get registered and approved with the National Department of Health.

The DG Murray Trust, in partnership with the National Department of Health, is looking to identify one National Facilitator to support Workplace Site Implementation. 

Responsibilities:
Manage the end-to-end process of getting workplace sites registered on the National Department of Health’s systems (Master Facility List, Electronic Vaccination Delivery System, Stock Visibility System and Reimbursement process).
Support workplaces that have registered through the RedCap survey and have been approved by the OHS workstream with vaccination activation, preparation and setup, ‘go live’, maintenance, monitoring, and deactivation/closure.
Assist in planning for the number of workplace vaccination sites that are needed as each phase of the vaccination roll-out progresses.
Ensure that the Implementation guide and tool kit developed by the National Department of Health is used to inform planning and setting up of sites.
Report to provincial coordinators on workplace sites operational in that province and to be set up in their provinces.
Deal with queries from workplace sites and act as intermediary with NDOH team providing approvals at different steps in the registration of sites.
Support the OHS workstream in ensuring that the establishment of the vaccination sites is in line with the vaccine delivery mechanisms and that sites have the necessary permits and have registered and have access to systems and applications that support the national vaccination programme.
Work closely with all members of the OHS workstream vaccination team to ensure that vaccination sites are functioning optimally and at prescribed standards for quality of care.
Work closely with the vaccination sites to ensure their optimal operation.
Assist the workplace sites with ensuring that demand creation and social mobilisation strategies are in place and are being implemented.
Work with the workplace sites to address physical, social barriers to access.
Work closely with the OHS workstream to ensure that all workplace vaccination sites are performing the targeted number of vaccinations per day based on what they are capacitated and resourced to do.
Monitor each workplace performance according to their targets and focus on underperforming workplace sites to ensure the required process is carried out to improve performance.
Assist workplace sites with putting contingency plans in place to manage the risk when less vaccine than expected is used at vaccination sites by ensuring each site has a site-specific plan in place to manage this risk.
Work together with EVDS leads to ensure each site has a contingency plan in place for when the EVDS is off-line or not functional for whatever reason.
Assist workplaces in ensuring that every site has a plan in place for how data will be back captured into the EVDS in circumstances where paper-based forms are used.
Work with workplace vaccination site managers to manage, track and document major and minor AEFIs and ensure that they are addressed and followed up.
Identify deficiencies in the operations of vaccination sites and report to the OHS workstream leads.
Ensure best practice sharing across workplace sites.
Work closely with the industry association coordinators to ensure all cadres of staff are trained and capacitated to perform their tasks.
Work with training coordinators of EVDS and SVS to ensure that training gaps identified are addressed.
Collaborate with the National Department of Health service delivery team, as well as the supply chain team to ensure that vaccination supply is secured for workplace sites.
Ensure that the DGMT national team is aware of all active workplace vaccination sites and always has this information at hand to share should it be required.
Escalate key bottlenecks and other issues that may arise that require intervention or clarity to the DGMT and National Department of Health.
Brief report on a weekly basis to the OHS workstream and DGMT national team.
Write up a comprehensive monthly report on progress made in support to the provinces and national OHS workstream.
Requirements:
Diploma/Degree in project management or operations management with 7 to 10 years work experience
Proven experience managing systems support in an ambiguous, ever changing, fast paced environment.
Experience managing multiple stakeholders in an outcomes/service delivery role.
Superior relationship management skills.
Highly organised and detail-orientated.
Excellent writing skills, and advanced MS Excel skills.
Excellent analytical and problem-solving skills.
Available to start immediately.
