Background and Justification

The social inclusion outcome of the Government of Lesotho-UNICEF Country Programme 2019-23 aims to ensure that by 2023, all children, particularly the most vulnerable, benefit from gender-responsive social policies and programmes for the sustainable and equitable realization of their rights. Three specific outputs will contribute to the achievemnent of the outcome. The objective of the first output is to strengthen existing social protection system; the second output will improve the public finance for children; and the third output aims to generate data and robust evidence to inform social and economic policies and programmes for children. There are evidence generation interventions also under social protection and public finance in addition. Evidence generation intervention requires data collection and assistance in data analysis. However, there are no dedicated staff member to perform this role to collect data and help in analysis. Thus, to fill this gap, UNICEF Social Policy Programme wants to recruit an individual contractor to to support in research related activities in collecting data and helping in analyses.This TOR, thus, has been prepared to recruit a Young National Individual Contractor who is interested to learn and contribute to research activities.

Scope of Work

Goal and Objective:

Under the supervision of the Chief Social Policy, the contractor will support the research related activities of the social policy programme.

The assignment for the consultancy will contribute to the achievement of outputs 3.1 (by 2023, the Government of Lesotho has an improved child and gender sensitive, and shock responsive social protection system); 3.2 (by 2023, the Government and citizens have increased awareness and capacity to enhance participation, transparency, accountability, equity and quality of public investment in children) and 3.3 (by 2023, the Government and citizens have increased awareness and capacity to enhance participation, transparency, accountability, equity and quality of public investment in children) of the rolling work plan 2019-2020 .

Activities and Tasks: The contractor will perform the following specific functions.Collect and compile national budget data for analysis;Prepare a budget database for the last five fiscal years 2015/ 2016-2019/20 ;Support in dissemination of research and evaluation reports;Prepare research and evaluation summary;Collect budget related data on HIV and AIDS with support from Office HIV focal person;Support in dissemination of budget briefs and consultations with partners;Support in organizing data series;Support in publication of some documents;Review inception, draft and final reports research and evaluation report; andDraft research related TORs.

Work relationships:

The contractor will work under the supervision of the Chief of Social Policy in UNICEF. The contractor will work with staff members of the social policy section and other programme Sections; officials of the Ministry of Health, Development Planning (BOS), Ministry of Finance, Ministry of Social Development; and other relevant sectoral Ministries and partners.

Desired profile

Education: Bachelor degree in any discipline, preferably in social science with thesis;

Experience: At least one year of experience in research;

Competencies: Good communication, working with people, drive for results, analytical skills and planning and organizing;

Language: Fluency in English

Administrative issues

The selection of contractor will be governed by and subject to UNICEF General Terms and Conditions for individual contracts;
The contractor job is fulltime; and combination of remote and office-based;
The contractor will perform the work using own computer;
The contractor payment is a Lump Sum all-inclusive in four installments;
Entitlements and conditions of service are governed by UNICEF policies;
Contractor will not be entitled to leave, however, unpaid days off during the 8 months contract period will be discussed and agreed with supervisor;
As per UNICEF DFAM policy, payment is made against satisfactory completion of deliverables as of the approved workplan. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.
Risks

Inadequate commitment and support from the Ministry of Finance and other associated Ministry may result in delay in the preparation of database. To avoid the risk, relevant UNICEF officials will monitor activities and help negation with relevant officials in the Ministries.
