The DMEAL Unit is central to ForAfrika’s commitment to evidence-driven programming and continuous improvement. It operates as a senior leadership technical function, ensuring that monitoring, evaluation, accountability, and learning systems:

Position Summary

The Monitoring Systems Manager is responsible for leading the development, implementation, and assurance of high-quality monitoring systems across ForAfrika’s humanitarian and development portfolio. The role supports Country Offices to design and manage monitoring structures that provide reliable data for organisational KPIs, programme adaptation, and accountability reporting.


Key Roles & Responsibilities

1. Monitoring Systems Development and Management

  • Create and maintain standardised monitoring frameworks aligned to organisational priorities
  • Design systems for quantitative and qualitative data tracking across country operations
  • Lead ActivityInfo platform governance including configuration, dashboard automation, and data security
  • Champion innovations in digital data collection and monitoring technologies
  • Ensure participatory and community-centred monitoring approaches

2. Quality Assurance and Technical Support

  • Review and approve monitoring plans from all Country Offices
  • Ensure indicator design follows SMART criteria and donor compliance
  • Lead capacity building, training, mentoring, and technical support for DMEAL teams
  • Facilitate peer-learning initiatives through routine check-ins and knowledge sharing

3. Data Analysis and Insights Generation

  • Conduct advanced statistical analysis using R or Python
  • Generate predictive models and early-warning insights
  • Produce organisational-level learning from cross-country data
  • Translate complex data findings into user-friendly decision insights

4. Business Development Support

  • Support multi-country proposal development and M&E budgeting
  • Ensure technical quality and consistency in donor submissions
  • Provide tools and templates for scalable M&E frameworks

5. Matrix Relationships and Coordination

  • Provide technical oversight and day-to-day support to country DMEAL teams
  • Collaborate with Evaluation, Research, and Knowledge Management teams
  • Ensure holistic evidence generation without duplication of effort

Knowledge, Skills & Abilities Required

  • Master’s degree in Statistics, Development Studies, Economics, or relevant quantitative field
  • Minimum 7 years’ M&E experience, with at least 4 years in monitoring systems management
  • Strong analytical expertise using R or Python
  • Experience leading monitoring frameworks in multi-country environments
  • Advanced skills in statistical modelling and data visualisation
  • Strong knowledge of ActivityInfo or similar MIS platforms
  • Experience in humanitarian and development contexts, preferably in Africa
  • Knowledge of RBM, community accountability and gender-responsive monitoring
  • Demonstrated capacity-building leadership

  • Effective technical support and strengthened DMEAL capacity
  • Quality contributions to proposals and donor engagement
  • Innovation in monitoring technologies and methods
