About MCA

The Millennium Challenge Corporation (MCC) is a U.S. government corporation focused on assisting countries dedicated to good governance, economic freedom, and investing in people. In May 2022, MCC signed a five-year agreement (“Compact”) with the Government of Lesotho (GoL) aimed at poverty reduction through inclusive and sustainable economic growth in the country.

The Millennium Challenge Account (MCA) – Lesotho II, is an entity established by the Government to act as the accountable entity to implement the Compact, with the authority to bind the Government with regard to all program activities.

Lesotho Compact

The Lesotho Health and Horticulture Compact aims to benefit 2.5 million people by growing, strengthening, and organizing the private sector in Lesotho and improving the government’s coordination to deliver critical services necessary to support private sector development.

It will achieve this goal through investments in Health System Strengthening (HSS), strengthening of the business environment and Market Driven Irrigated Horticulture (MDIH), providing sustainable income for smallholders and increasing climate resilience by replacing rain-fed subsistence farming with irrigated commercial horticulture in select locations.

The GoL is committed to passing several key reforms that will help make this compact successful, including reforms that address gender equality, working conditions and worker safety, as well as land and water rights. All of the Compact’s projects focus on overcoming barriers to the economic inclusion of women, youth, and the rural poor.

Position Objective

Working under the supervision of the Director of Monitoring and Evaluation, the Monitoring and Evaluation Specialist is responsible for the daily execution, monitoring, and supervision of M&E activities. He/She is also responsible for the collection and consolidation of economic data and specifically ensures reporting of timely, relevant, and reliable data for assessing progress towards achievement of targeted results of the Lesotho Health and Horticulture Compact.

Key Responsibilities

  • Consolidate monitoring and evaluation (M&E) metrics and documentation on project performance against milestones from program team and implementing partners, to support the evaluation of project implementation and impact.
  • Conduct a preliminary analysis of M&E data to identify inconsistencies/outliers and verify information to ensure accuracy of information fed into the project evaluation and reporting process.
  • Train and guide the project team and implementing partners on the use of MCA M&E tools and formats, to strengthen the quality of M&E outputs.
  • Monitor the adherence of the project team and implementing partners to M&E plans and schedules across different project stages, to ensure efficient implementation of M&E plans.
  • Maintain documentation and databases related to M&E statistics and project results to support improvement of projects and of the overall M&E framework.
  • Collect and analyze data to be reported in the quarterly Indicator Tracking Table (ITT), including checking inconsistent values with project leads and implementers, and storing supporting documentation for all data that is reported each quarter.
  • Support the design and implementation of the evaluation component of the Lesotho M&E plan to promote accountability and learning, including the review of Review evaluation Reports, survey instruments, and other materials produced by each of the evaluators hired by MCC to conduct independent evaluations of the projects.
  • Manage and oversee baseline/interim data collection to ensure alignment with the approved evaluation design and ensure coordination with the independent evaluator

Qualifications and Experience

  • A post-graduate degree in Monitoring and Evaluation, Statistics, or any other related discipline in the social sciences.
  • At least five (5) years of experience in conducting program evaluations, and using quantitative and qualitative methods, procedures, and tools for data collection and analysis.

Skills and Competencies

  • Willingness to undertake regular field visits and interact with the different stakeholders. Occasional international travel may also be required.
  • Excellent writing, analytical and oral communication skills, and demonstrated ability to work with diverse stakeholders.
  • Written and spoken fluency in Sesotho and English.
  • Demonstrated experience in one or more of the following statistical analysis software and databases, such as STATA, SPSS, SAS, CSPRO, Access, Excel and strong knowledge of MS Word and PowerPoint.
  • Excellent organizational skills related to data management.
  • Ability to manage a variety of tasks and demands to meet deadlines in a responsible and flexible manner.
  • Experience working with data sets related to agriculture, infrastructure, health, small business, and gender and social inclusion preferred.
