Job Summary
Under the supervision of the Director of Supply Chain, the incumbent is responsible for the management and strengthening of M&E (Monitoring and Evaluation) systems.
The role of the Monitoring, Evaluation and Quality Assurance Manager is to develop, implement and review a robust Monitoring, Evaluation and Learning (MEL) framework. The incumbent will facilitate the use of measurement tools to track progress, enhance compliance of programmes and projects with policy frameworks and standards, promote best practices, and improve efficiency.
The Monitoring, Evaluation and Quality Assurance Manager will ensure that suitable monitoring and evaluation systems are in place and functioning as intended, in order to provide comprehensive and timely program reporting that helps programme managers and coordinators achieve desired outcomes and impacts.
Essential Duties and Responsibilities
- Develop and review an M&E plan for the Supply Chain Management Department (SCMD) to identify appropriate performance indicators using complete indicator reference sheets.
- Ensure that an appropriate monitoring and evaluation (M&E) system is in place and functioning satisfactorily.
- Periodically review and revise the supply chain monitoring system to ensure its relevance to changing operating contexts.
- Develop and continuously support tools for monitoring and supervising data collection and M&E processes.
- Contribute to the development of annual work plans and review their relevance against departmental and M&E plans, including setting measurable targets.
- Ensure that relevant and timely M&E information is provided in a user-friendly format to key stakeholders, including senior management, beneficiaries, and communities.
- Provide training, mentoring, and capacity-building in data management, monitoring, and evaluation across all levels of the supply chain system.
- Act as the focal point to manage and organize evaluations, reviews, and After-Action Reviews (AARs).
- Support field teams in refining results frameworks in line with the Ministry of Health’s strategic objectives and M&E plan.
- Identify, document, and track reliable data sources, including secondary data sources, for M&E purposes.
- Oversee and organize the collection of key performance indicator data, ensuring SCMD staff understand their roles and responsibilities in data collection.
- Brief SCMD staff on the rationale and methods of data collection to ensure accuracy and consistency.
- Support the M&E Coordinator by collaborating with functional units in managing and establishing data management and M&E systems.
- Provide oversight and guidance on data management and M&E functions across all levels.
- Facilitate Collaboration, Learning, and Adapting (CLA) strategies to promote real-time data use and improve program implementation.
- Regularly organize data review and learning days, annual learning summits, and reflection meetings with district staff and managers to identify successes, challenges, and adaptive solutions.
- Collaborate technically with MOH programs, MOH procurement, MOH administration, MOH finance, MOH planning, and MOH human resources to develop and maintain an effective reporting and tracking system.
Job Specification
Minimum Qualifications and Experience:
- Master’s Degree in Statistics or Economics with at least three (3) years’ experience in monitoring and evaluation;
OR - Postgraduate Degree in Statistics or Economics with at least four (4) years’ experience in monitoring and evaluation;
OR - Bachelor’s Degree in Statistics or Economics with at least five (5) years’ experience in monitoring and evaluation.
Additional Advantage:
Experience in health commodities or supply chain management will be an added advantage.
