ORGANIZATION BACKGROUND:
Disabled and HIV/AIDS Organization Lesotho (DHAOL) is a non-governmental organization aimed at providing comprehensive care and support to people affected and infected by HIV and persons with disabilities and also to create an enabling environment of society free from all types of exploitation, stigmatization and discrimination of HIV and TB using human rights approach. DHAOL Seeks to appoint a competent Monitoring & Evaluation Officer to be based in Maseru

Job Title: Monitoring & Evaluation Officer
Location: DHAOL Maseru office

RESPONSIBILITIES OF THE POSITION:
The M&E officer will have the following duties and responsibilities:
1.M&E Planning
The incumbent will be responsible for leading the design and planning of detailed and feasible M&E plans to guide the implementation of M&E activities within the program. The specific responsibilities will include the following:
• Work with the program and peer staff to determine which monitoring activities will take place and which data collection methods will be used to ensure their adequacy and appropriateness;
• Oversee the development, dissemination and implementation of the program’s monitoring and evaluation plan; and,
• Lead the development of a periodic budget for ensuring that M&E activities are adequately resourced.
2.Program Data Collection
The M&E officer will be responsible for overseeing daily collection, tracking and updating of program data as well as for ensuring that the data attains high data quality standards.
3.Data Analysis, Performance Monitoring and Reporting
The M&E officer will further be responsible for leading the analysis and reporting of program results. The specific responsibilities will include the following:
• Lead the consolidation of program data from all the program sites, and oversee its timely submission to Pact Lesotho on daily, weekly and monthly basis, in line with the USAID’s high frequency reporting timelines;
• Undertake the overall cleaning, sorting, categorizing and organizing of program data, as necessary, to facilitate data analysis processes;
• Undertake regular analysis of program data to monitor the performance of the program to: 1) compare program results against project milestones, targets, and quality expectations across all program sites; (2) identify issues requiring further attention; and, (3) define action needed and assign responsibility and deadlines;
• Develop monthly graphics and charts portraying monthly performance against the targets
• Convene weekly and/or monthly program internal review meetings among program, peer and support staff to facilitate critical reflections on program results; and, joint action planning for performance improvements;
• Work with the Project Manager/Project Coordinator to prepare and submit weekly and monthly progress/narrative reports in line with the program’s reporting requirements;
• Lead the dissemination of project results to the donors and other stakeholders.
4.Research Activities
The M&E officer will also be responsible for planning and execution of needs assessments, research and relevant special studies, aligned to the program’s requirements.
5.Knowledge Management and Organizational Learning
The M&E officer will be responsible for leading the knowledge management and learning processes within the organization. The responsibilities will include:
• Oversee routine tracking and documentation of lessons and best practices from all the program sites, including documentation of stories, pictures, and reports;
• Lead the planning and implementation of wider dissemination activities to promote sharing of lessons and best practices within and outside the organization; and,
• Contribute to the internal institutional learning processes.

Requirements and Qualifications:
Basic Requirements:
 Experience working within the NGOs/CBO sector, specifically in the HIV/AIDS or health-related fields.
 Solid understanding and experience in the use of the national HIV monitoring and evaluation tools.
 Excellent interpersonal, presentation, facilitation, mentoring and training skills.
 Good analytical and report writing skills.
 Excellent verbal and written communication skills. Fluency in English and Sesotho is required.
 Willingness to work with key populations networks and groups.
 Ability and willingness to travel domestically and on short notice when necessary.

Education and Experience:
 Bachelor’s degree qualification covering relevant aspects of M&E, data management, health information systems, program evaluation and data analysis, or related field.
 A minimum of 5 years of work experience in leading the design and implementation of M&E activities.
 Demonstrable experience in designing, implementing, and operating project M&E systems, from project initiation to closeout stages.
 Demonstrable experience in designing tools and strategies for data collection, data management, analysis, reporting and production of M&E reports.
 Experience in conducting surveys and performing assessments.
 Proficiency in Microsoft Word, Excel, PowerPoint, Access, Outlook and Internet computer skills.
 Expertise in using statistical software and applications such as SPSS, STATA, Epi Info, R software, CommCare, DHIS2 etc.
