TITLE: Monitoring & Evaluation Officer

SUMMARY:
Under the USG Central Funding, the incumbent will support local faith-based organizations (FBOs) to collect, analyze and disseminate data generated through program activities, and other sources, to ensure efficient and timely flow of data. This position is based at Maseru with up to 70% travel throughout five maintenance districts (Quthing, Qacha’s Nek, Thaba Tseka, Mokhotlong and Butha Buthe) and reports to the Senior M&E Officer.
ROLES & RESPONSIBILITIES:
Provides oversight of the M&E activities conducted by local faith-based organization (FBOs),
Take a lead in developing M&E tools including the maintenance of data collection tools used by HTS providers for data collection,
Assist the Senior M&E Officer to implement M&E capacity strengthening activities to benefit FBOs including data verification, data dissemination and mentorship
Conduct data quality assessment as necessary for program improvement
Ensure timely reporting to Ministry of Health by the 7th of every month
Develop daily tracking tools and systems to monitor progress and provide timely feedback to program teams
Ensure that all five districts data has been merged by the 10th of every month
Apply relevant statistical packages to analyze, interpret and summarize data to help program teams track progress against key indicators.
Participate in quarterly reporting and ensure program teams are provided with data to inform their narratives.
MINIMUM JOB REQUIREMENTS
Degree in Statistics and/or Demography and/or Economics with research background
2 years experience in data management.
Knowledge of SPSS, Microsoft Excel.
KNOWLEDGE AND SKILLS REQUIRED
Data entry skills including excellent attention to detail and low incidence of data entry errors.
Proven ability to learn quickly
Demonstrated ability to analyze data and generate reports.
Demonstrated ability to design and implement systems necessary to maintain and analyze data.
Strong written and verbal communication skills.
Familiarity with international health development issues will be an added advantage.
