CBA is a non-governmental organization whose mandate is to assist the Lesotho Government on five thematic areas HIV and AIDS, Livelihoods, Economic Empowerment, Food Security and Humanitarian Relief.

CBA with the support from, FHI360 will be implementing the Key Populations (KP) programs.  The project aims to strengthen the HIV prevention and care interventions for key populations (KP) through enhancing the capacity of the KP-led and KP-competent organizations to plan, deliver and optimize HIV prevention, care and treatment services to KP. CBA will implement the project focusing on Female Sex Workers (FSW) and Injecting Drug (IDU) and other priority groups in two (2) districts namely; Maseru and Leribe.

MONITORING & EVALUATION OFFICER-EpiC COP

Job Purpose

The M&E Officer, under the supervision of the Project Manager, will support the planning and day-to-day implementation of M&E activities within the key populations program. The incumbent will support the data collection, capturing and reporting processes at designated program sites,  and will support the peer staff as they executive the day-to-day collection and reporting of program data. The M&E Officer will further participate in routine data verifications, quarterly data quality audits, and will support basic data analysis and dissemination of program results.

Duties and Responsibilities

The M&E Officer will have the following duties and responsibilities:

  • Participate during the planning of M&E activities including during the development of an M&E plan;
  • Participate in the development/review, translation (where applicable), piloting and roll out of the program’s data collection tools and guidelines;
  • Participate during provision of trainings, coaching, mentoring and supervision to the peer staff on monitoring and evaluation processes, including use of approved data collection tools and templates; 
  • Support the peer staff to executive the day-to-day implementation of M&E functions at designed program sites in line with program tools and guidelines;
  • Participate during the implementation of daily, weekly and monthly data verifications, and quarterly internal data quality audits;
  • Undertake basic analysis of program data to assess progress towards the achievement of program milestones and targets; 
  • Prepare daily and weekly summaries of monitoring data for submission
  • Participate in the weekly and/or monthly program internal review meetings among program, peer and support staff;
  • Participate during the dissemination of project results to program teams and other relevant stakeholders; and,
  • Participate during implementation of other M&E activities such as administering research and survey tools, conducting focus group discussions, and, any others as designated by the Project Manager.

Requirements and Qualifications

  • Bachelor’s degree in statistics, economics or public health with 3-5 years of hands-on experience in monitoring and evaluation
  • Experience and knowledge of DHIS2 and related data collecting tools
  • Knowledge of HIV and AIDS related to key populations and gender sensitivity
  • Experience in results-based reporting and compilation of donor reports.
  • Knowledge of USAID and PEPFAR donor requirements and reporting (preferred).
  • Experience in organizing and providing administrative assistance in an office
  • Ability to exercise discretion in dealing with confidential or sensitive matters, be adaptable to various competing demands
  • Ability to work well under pressure and to maintain effectiveness during changing conditions
  • Strong organizational skills, ability to manage a complex workload, to work independently and pro-actively with minimal supervision, and to participate in team-based project work.
