Job Description:

Job Description Summary

Under the supervision of the Project Coordinator, the Monitoring & Evaluation Officer will lead and carry out monitoring and evaluation activities for an EU-funded Child Labour project at national level and in the AP districts: Berea, Maseru, Mafeteng, Mohales’Hoek and Quthing, to monitor and measure project impact for improved and sustainable programming

50% Monitoring Activities

  • Manage the implementation of project specific M&E plans in alignment with donor and World Vision requirements
  • Support the development, amendment and implementation of the needed tools for M&E (distro observations, post distribution monitoring surveys, onsite monitoring, baseline/endline studies, etc.).
  • Ensure alignment with key guidance from relevant coordination clusters (e.g. working groups)
  • Review incoming data for completeness and consistency and advise the data collection team and project assistants on the tools for improving data logging and data entry.
  • Work with the wider M&E unit to implement digital data systems that can capture data electronically as close to the source as possible.
  • Conduct qualitative and quantitative data analysis
  • Ensure project specific M&E details on the proper information management software are uploaded in a timely manner
  • Ensure all M&E related data, reports, and records are clearly organized archived in a central location for future reference.

20% Humanitarian Accountability (HA)

  • Ensure the humanitarian accountability system upholds and mainstreams the four pillars of PAF:  i. information sharing, ii. Consultation, iii. Participation & iv. Complaints and response of affected people.
  • Always ensure World Vision and Core Humanitarian principles are upheld in all aspects of the M&E functions and general project management.
  • Ensure beneficiaries and partners have constant access to information about WV’s programs and the channels that can process complaints & feedback with confidentiality & respond appropriately within predefined standards.

10% Facilitate learning and better practices in monitoring

  • Ensure a learning culture is established within the office/team and among implementing partners in order to document learnings and best practice for ongoing and future programing.
  • Ensure all project and programme level & thematic researches are reviewed for the methodological thoroughness, and output quality.
  • Assist with program level evaluations on a periodic basis, as needed.
  • Ensure appropriate dissemination of project and program level evaluation findings as relevant.

20% Reporting and Knowledge management

  • Conduct ITT verifications of projects in coordination with project staff every month and ensure project level ITT are updated with accurate data monthly, and key findings are shared with management at the program review meetings
  • Conduct project site visits regularly and monitors partner & direct implementation for quality standards through scheduled visits, data quality audits, and spot checks.
  • Ensure that critical M&E findings and recommendations are discussed and addressed by management
  • Support timely and quality report writing monthly, quarterly and at any time when need for reporting suffices.
  • Apply basic programme management approaches(develop work plans, monitor, execute and report on work plans)
  • Facilitate learning from monitoring and evaluation processes
  • Facilitate proper management of knowledge through WV and donor systems.

Qualifications:  Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Degree in Statistics & Demography, Economics, Data Science, Monitoring & Evaluation or related discipline;
  • Have at least 3 years of experience in project monitoring, reporting and evaluation of multispectral projects;
  • Preferably have knowledge of Labour Law and competence in child labour and advocacy;
  • Have solid experience in data management and reporting for project activities;
  • Have very good experience with donor funded projects.
  • Good knowledge of Logical frameworks and detailed implementation plans.

  • Preferably mastering other electronic databases and statistical applications;
  • Strong statistical skills such as sampling, descriptive and inferential statistics, confidence levels (Software and computation skills);
  • Adaptability and flexibility; 
  • Honesty and personal integrity, accountability and quality achiever;
  • Results oriented.;
  • Must adhere to the WV child protection and WVI protection and integrity policies;
  • Preferably a committed Christian.

Working Environment /Conditions:

  • Office-based (Maseru) with travel to the field
