Organisation and Program Overview:

The American Bar Association Rule of Law Initiative (ABA ROLI) is a non-profit organization that implements legal reform programs. ABA ROLI has worked for over 25 years in more than 100 countries to promote the rule of law, advance human rights, strengthen judicial institutions support legal professionals, and advance understanding of the law and rights of citizens by the public. To this end, ABA ROLI has established partnerships with a wide range of actors, including institutions in the justice sector (judges, prosecutors, public defense offices, mediation offices and national human rights institutions, investigators, and police), civil society organizations, bar associations, legal aid organizations, and lawyers, among others.

ABA ROLI is hiring a Monitoring & Evaluation Officer (MEL) to support a proposed program in Lesotho, a potential US Department of Labor-funded grant which is aimed at reinforcing the Government of Lesotho’s (GOL) efforts to promote occupational safety and health (OSH) and counter discrimination and gender-based violence and harassment (GBVH) in the world of work.

Job Summary

The candidate will serve as Monitoring & Evaluation Officer in Lesotho and will lead to the development and implementation of a comprehensive monitoring and evaluation system for the Supporting Safe and Inclusive Environments in Lesotho program, assessing program impacts and successes of activities and performance at all levels. They will conduct impact assessments, baseline studies, surveys, and needs assessments to identify necessary changes and future program opportunities.

Principal Duties/Responsibilities:

• Manage development and implementation of the data collection system to systematically collect and report on the data necessary to measure achievement against the performance indicators and analyze results.

• Oversee the process for validating monitoring information.

• Conduct training for partners as needed in MEL processes and procedures.

• Develop written and visual representations of program outputs, outcomes, and impacts for internal and external audiences.

• Analyze, collate, and consolidate outcome and outputs assessments into periodic reports and provide recommendations for revised approaches where necessary.

• Collect baseline data, follow up surveys, and other data as relevant to the monitoring, evaluation, and learning efforts.

• Ensure trauma-informed, survivor-centered, and ethical and responsible data collection practices and approaches are used throughout the MEL cycle.

• Travel as needed to project locations to monitor implementation.

• Ensure reporting of data in ABA’s internal performance management system.

• Liaise with the program stakeholders, including funder and partners on monitoring, evaluation, and learning topics.

Skills & Experience:

• Minimum of five years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects.

• Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages, including experience building and maintaining working relations with stakeholders.

• Proven success in monitoring and evaluation approaches for capacity building projects.

• Proven success in developing, implementing, and refining data collection tools.

• Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E and/or performance monitoring plans, as well as post-project sustainability plans.

• Ability to facilitate and serve as project liaison for externally managed evaluation or research initiatives.

• Experience working in Lesotho and/or elsewhere in Southern Africa.

• Experience or expertise in trauma-informed, survivor-centered, and ethical and responsible data collection practices and approaches.

• Fluency in English (written and spoken) required. Must be able to produce high quality reports in proficient English in a timely fashion.
