Monitoring & Evaluation (M&E) Officer – EPIC Project
Duty Station: Maseru, Lesotho
(with frequent travel to Mafeteng, Mohale’s Hoek, and Thaba‑Tseka)
Reporting Line: Senior M&E Officer
Position Summary
The Monitoring & Evaluation (M&E) Officer will support the implementation of robust monitoring and evaluation systems to ensure the availability of accurate, timely, and high‑quality data for programme performance tracking and decision‑making.
The role requires a strong technical background in data management and analysis, with demonstrated ability to support facility‑level data systems, improve data quality, and monitor programme performance in line with Department of State (DOS) and Ministry of Health (MOH) requirements.
Key Responsibilities
- Support the implementation of project M&E frameworks, systems, and reporting tools aligned with DOS MER indicators and national guidelines
- Ensure timely, complete, and accurate reporting of programme data across supported districts
- Conduct routine Data Quality Assessments (DQAs), data verification, and validation to ensure data integrity
- Strengthen facility‑level data systems through mentorship, on‑site support, and capacity building for data clerks and health workers
- Perform data cleaning, analysis, and interpretation to generate actionable insights
- Develop high‑quality reports, dashboards, and presentations for internal and external stakeholders
- Support and facilitate data review meetings at facility and district levels to drive performance improvement
- Ensure effective use of national systems including DHIS2, DATIM, and eRegister
- Collaborate with programme teams to promote data use for decision‑making and continuous quality improvement
- Participate in routine supportive supervision and stakeholder engagement activities
Minimum Qualifications and Experience
- Bachelor’s Degree in Statistics, Demography, Biostatistics, or a related quantitative field
- At least six (6) years’ relevant experience in Monitoring and Evaluation within HIV/AIDS and/or TB programmes
- Proven experience working on PEPFAR / DOS‑funded projects
- Strong knowledge of M&E frameworks, logical frameworks (Log‑Frames), indicator development, performance tracking, data collection, analysis, and reporting
Core Competencies
- Strong analytical skills with the ability to translate data into programme action
- Proficiency in data analysis and visualisation tools (Excel, Power BI, SPSS, STATA)
- Hands‑on experience with DHIS2, DATIM, and eRegister
- Solid understanding of DOS indicators, particularly HTS, TB, Index Testing, and Retention
- Excellent report writing, communication, and facilitation skills
- High level of integrity, attention to detail, and accountability
- Ability to work under pressure, manage multiple priorities, and travel frequently
