The Baylor College of Medicine Children’s Foundation – Lesotho (BCMCFL), is the result of a public-private partnership between Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI) and the Government of Lesotho, and is a legal, non-profit/tax exempt organization registered in Lesotho. BCMCFL provides free paediatric and family-centred HIV and tuberculosis prevention, care, treatment and support, serving thousands of children and families affected by HIV, TB, or other child health conditions. Karabo ea Bophelo (KB) is a five-year USAID-funded activity to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC) and adolescent girls and young women (AGYW) in Lesotho. All positions are based in Maseru, Lesotho on full-time, fixed term contracts.

  1. MONITORING & EVALUATION MANAGER

Position Description:

Reporting to the Strategic Information Director, the M&E Manager will support all Monitoring, Evaluation and Learning (MERL) activities. S/he will be responsible for implementing M&E systems including indicator targeting, tracking and reporting according to USAID standards, managing a data collection system, leading impact assessments and a learning strategy.

Key Performance Areas:

  • Support the development and implementation an MERL strategy (per the approved MERL Plan) outlining M&E systems for data collection, targeting and tracking custom and USAID indicators, knowledge management, impact assessments, learning activities and reporting in compliance with the requirements provided in the Activity contract, USAID regulations and project standards;
  • Conduct field visits for data validation, to monitor the quality and completeness of data sets. Coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data. Capture and document lessons learned; champion the scaling up best practices;
  • Generate monthly indicator reports and tracking progress against key indicators;
  • Support the SI Director in working closely with other technical units in establishing and managing a GIS referencing, cloud-based MEL system and ensure data requirements are integrated into project management processes;
  • Provide oversight to stakeholders M&E managers/officers on data collection and analysis, and to ensure the timely completion of M&E activities;
  • Facilitate Collaborating, Learning and Adapting (CLA) strategies to support the use of data and information from the M&E system for real-time decision-making to improve project implementation;
  • Regularly review monitoring data and help organize periodic learning days and annual learning summits with stakeholders’ staff to help managers identify successes and make decisions about adapting activities and approaches to achieve results;
  • Ensure compliance with all USAID and host country government reporting requirements;
  • Complete other duties as necessary and assigned by SI Director.

Qualifications, Experience & Required Skills:

  • Master’s degree required in relevant field, or equivalent combination of education with 3 years working experience in a relevant competency area, including public health, statistics, demography, international development, economics or other;
  • Bachelor’s degree required in relevant field, or equivalent combination of education with 5 years working experience in a relevant competency area, including public health, statistics, demography, international development, economics or other;
  • Demonstrated knowledge of and experience with PEPFAR programming, including HIV prevention and programming for adolescent girls and young women.
  • Experience with CommCare, DHIS 2, Power BI or Tableau;
  • Knowledge of statistical software (such as SPSS, STATA, and SAS). Advanced skills with MS Word, Excel, PowerPoint, and Access (or similar tools) is strongly preferred;
  • Experience using monitoring and evaluation systems with USAID-supported indicators;
  • Experience with USAID data collection and reporting system, e.g DATIM;
  • Experience in developing and monitoring projects’ PMPs to systematically document project performance.
  • Knowledge of GIS will be an added advantage.
