PSI seeks a MELR Advisor that will support the technical functions of a VMMC project, including leading the implementation of MELR technical activities, generation, and documenting evidence in line with PSI and global best practices. Increasingly involved in design of MELR technical activities and strategy of a technical department, project, or network member. Contribute to internal capacity building efforts across the PSI network.

Responsibilities

Your contribution

  • Contribute to the development and implementation of M&E frameworks, tools, and workplans including leading development and implementation of discrete workstreams.
  • Lead development and implementation of project’s workplans in collaboration with programme management team. Support report writing and development of technical guidance.
  • Strengthen standard operating procedures (SOPs) compliance & prevent data fraud
    • Review and consolidate M&E SOPs into one single M&E Manual.
    • Develop job aids aligned with SOPs for staff.
    • Conduct training of programme and M&E staff on SOPs and job aids.
    • Bi-annual review of the M&E Manual (SOPs) and job aids.
  • Strengthen data quality and ensure data verification based on data verification processes
    • Conduct RDQA training of M&E staff.
    • Conduct monthly data verifications in line with the Data verification SOP.
    • Document and share results of monthly data verifications with Country Representative, Chief of Programme (COP), Deputy COP, and CDC.
    • Coordinate quarterly Routine Data Quality Assessments using RDQA App.
    • Ensure client follow up (telephonic & home visits) per the SOP (25% sample & 100% of minors).
    • Produce an RDQA report including improvement plan using a standard report template.
    • Develop a strategy and process for monitoring implementation of RDQA improvement plan.
    • Work with colleagues and internal/external audit to improve systems and ensure data integrity.
    • Manage data quality and data verifications for donor & the National Department of Health (NDOH) audits.
  • Ensure timely & quality reporting of data to CDC, NDOH, and PSI Health Service Report (HSR)
    • Designing monthly aggregate data set push for official reporting.
    • Document & implement a reporting calendar.
    • Submit timely quarterly DATIM report to CDC.
    • Submit all other reports as per reporting calendar accurately and on time.
    • Ensure that data reported to different audiences (CDC, NDoH, PSI HSR, DoH) is consistent and accurate.
  • Strengthen evidence use of data to inform operational & strategic decision
    • Develop and implement data use workplan.
    • Develop data-to-action (D2A) for demand generation & service delivery.
    • Configure D2As and related dashboards in PSI MIS.
    • Develop data use KPIs for key M&E, demand generation, and service delivery staff.
    • Conduct data use capacity building for programme & M&E staff.
    • Design data analysis training and work with programme staff to ensure the implementation of SIMS.
  • Strengthen performance manage review processes and practices
    • Develop and implement annual M&E plans and related performance management systems for the VMMC programme.
  • Manage the design and management of the data collection process, templates, and databases for each programme to improve performance management.
  • Provide technical assistance and source external assistance on M&E/MIS related workstreams where required.
  • Conduct quarterly and annual meetings with programme heads to plan the systematic review of their services, data collation, and validation system and processes to ensure consistency with data quality standards.
  • Work with front line programme staff to evaluate and establish appropriate data collection methods and tools.
  • Supervise M&E staff and manage staff performance review to ensuring they remain motivated, accountable, and properly trained.
  • Develop and maintain key supplier relationships to ensure cost effective purchasing and high-quality product and service delivery (e.g., data verification supplier).
  • Where required, represent PSI externally with relevant stakeholders on all M&E aspects.
  • Interact with donors during data quality audits.
  • Programme Management: Provide inputs into development of budget by project’s programme management team.
  • Thought Leadership / Knowledge Management: Contribute to the development and implementation of the project’s thought leadership and knowledge management agenda, including the development and internal and external dissemination of technical and programmatic briefs, webinars, reports, and manuscripts.
  • In collaboration with Protection of Personal Information Act (POPIA) Information officers, develop and implement safeguards for protecting PII in line with POPIA and PSI Consumer Data protection policy and donor regulations.**Qualifications**

What are we looking for?

The basics & Qualifications:

  • University degree (B.A./M.A.) in, Public Health or Statistics; or equivalent
  • Master’s Degree (or international equivalent) in a related field (e.g., MPH, MSc, MPP, MPA,) preferred.
  • At least 7 years of experience in M&E at a national or international NGOs, or humanitarian organisations.
  • Ability and willingness to work from home as well as from busy clinic environments
  • Experience with quantitative and qualitative research techniques including focus groups, in-depth interviews and ethnographic techniques including discussion/interview guideline development, focus group moderating, interview techniques, and analysis of qualitative data and reporting.
  • Experience with computer software (Microsoft Office Package, STATA, and SPSS). GIS skill is an added advantage.
  • Experience with DHIS2 tracker programmes and DHIS2 analytics and dashboard creation and use
  • Demonstrated leadership, team building, capacity building, and supervisory experience.
  • Ability to provide technical assistance to PSI network with minimal support.
  • Ability to share knowledge internally and externally with communities of practice.
  • Ability to produce technical products and tools with minimal oversight and direction.
  • Ability to develop and maintain relationships with internal and external colleagues. Able to work as a member of a team and independently.
  • Self-starter.
  • Ability to lead development of technical approach for proposals with oversight.
  • Demonstrate flexibility and adaptability.
  • Demonstrate emotional intelligence and ability to collaborate with colleagues.
  • Strong interpersonal and communication skills, both verbal and written. Proficiency in a relevant language in addition to English preferred.
