The MER Manager will manage the M&E Departments for All HWSA Programmes. The MER Manager will oversee the program planning, evaluation, knowledge management and monitoring. The MER Manager will be primarily responsible for ensuring that all M&E deliverables as required by Funders are delivered in line with the grant agreements. The MER Manager will design and manage the M&E Plan, Log Frame etc.  The incumbent must have data analysis and ensuring quality assurance and improvement, The role will also include developing and/or Updating the MER Plan, project SOPs, developing MER project systems, and spear heading evaluations.

Responsibilities

Management of all MER Teams, in HWSA Programmes ei MER Officers; Team Leaders
To develop, implement and maintain M&E Systems (MER Plans, SOPS and MER Tools) in line with donor requirements
Conduct data validation assessments and work closely with technical teams to identify problematic areas and make appropriate recommendations for continuous improvement
Submit MER Plans, Log Frames, Reports for all the programmes timeously
Provide technical oversight in ensuring robust monitoring and evaluation of results and reporting of core indicators
Monitor progress towards target achievement through analysis of program data to inform decision making and guide implementation
Prepare for Site Improvement through Monitoring (SIMs)

Minimum requirements
Qualifications

Bachelor’s Degree preferably in M&E, Research, Data Management and analysis, Population Studies or Community Health or related Social Services profession. An Honours or Masters in Data Analysis will be advantageous.

Skills

Excellent Data manipulation, research and analysis skills
Excellent communication skills.
Excellent problem-solving ability.
Must have worked on CBIMS
Thorough understanding of MER Management techniques and methods.
Excellent knowledge of MS Office.
Knowledge on STRATA, SPSS or any other data analysis or data analytics software.
Knowledge of different Data Systems
Knowledge of excel spreadsheets skills

Experience
Applicants must have at least 5 – 10 years’ experience with M&E departments and overseeing different data systems. Experience in working in NGOs and managing M&E departments and Donors i.e. PEPFAR/USAID HIV/AID grants and other grants.  Experience in setting up M&E systems, Data Quality assurance, QA/QI, Data validation processes and conducting Data Quality Assessments (DQA). Experience with conducting Site Improvement through Monitoring System (SIMS) would be highly advantageous.
Travel involve
Local and national travel, must have own transport.
