In Lesotho in particular, Jhpiego has been operating since 2012 through supporting the government of Lesotho in delivering health services to the Basotho people. Jhpiego’s portfolio currently focuses on HIV/TB and COVID epidemic response and includes a range of HIV and COVID focused programming and research efforts including KHANYA (VMMC and PrEP), THEBE (TB Contact Tracing and COVID Response), RISE (COVID Case Management and Vaccine Support), MOSAIC (biomedical HIV prevention including Dapivirine Ring Introduction), CUT-TB (RCT) and various other small studies

Jhpiego is looking for suitable candidate for the below vacant position;

Position

Monitoring Evaluation and Learning Officer

Responsibilities

• Provide technical support to the PMU team for M&E, including input on work plans and indicator frameworks, support for data management and reporting of indicators, support for data collection, and research and evaluations
• Provide input and be actively engaged with the MOH on national systems for monitoring PMU usage
• Provide technical assistance to providers in the application of PMU data collection tools, aggregating and reporting
• Oversee data entry into PMU database, Jhpiego & MOH DHIS2,
• Conduct data cleaning exercises, and analysis on the dataset
• Conduct monthly data varica on at district level
• Maintain the Jhpiego and PMU database, creating backups and export files
• Prepare and generate high quality M&E reports (weekly, monthly and quarterly) on agreed MOF-PMU TB, HIV and COVID-19 indicators.
• Work together with District Supervisors to provide technical support to contact tracers, case management Nurses to ensure proper reporting of the contacts in all the 10 districts.
• Prepare PMU data for program use, including preparing reports, giving feedback, overseeing data management, and other support to the data management process as needed
• Provide technical input into program evaluation or research projects and oversee implementation
• Oversee data entry into APR, SAPR and JADE for the PMU program
• Responsible for conducting routine data quality assessment (RDQA) and reported data verification
• Represents Jhpiego at national Technical Working Groups, and in professional circles through meetings, conferences and presentations in the areas of M&E when delegated by the program manager or Sr. MEL Advisor
• Frequent travelling to the facilities to support data quality, management and use for decision making.
• Respond to M&E requests from the direct supervisor and other team members.
• Conduct any other duties related to the program as assigned by the direct supervisor.
• Conducts analysis on the data, and advises on program evaluation and research.

Qualifications, Experience and Requirements

The M&E Officer should have a strong background in program M&E,data management and analysis of data, and some experience with program evaluation/research. Preferred qualities include a familiarity with the health facility setting and previous work on Global Fund funded programs.

• University degree in demography, statistics, economics, public health, sociology or other social sciences area
• Work experience supporting technical or programmatic activities in TB/HIV/AIDS or other health areas;
• 6+ years of experience in Lesotho health sector and minimum of 5 years relevant experience working with health facilities in Lesotho.
• Experience in data collection, processing, and analysis,
• Experience in DHIS 2
• Experience in implementing qualitative and quantitative research
• Excellent me management skills
• Availability and willingness to travel up to 40% around Lesotho
• Excellent verbal, written interpersonal and presentation skills in English and Sesotho
• Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
• Strong technical skills, including ability to process and analyze data using one or more statistical software packages,
including at least one of the following:
SPSS, and Stata.
