MONITORING & EVALUATION AND LEARNING MANAGER

Ref: HR /ADVERTS NO: 03/OF/22

Reporting to the Chief Executive, A MONITORING & EVALUATION AND LEARNING MANAGER shall ensure that all monitoring and evaluation frameworks necessary for coordination of the national HIV and AIDS response are developed and implemented accordingly. Also to ensure transformation of data into strategic information to promote evidence based decision making, policy formulation, planning and resource allocation.

The incumbent’s responsibilities include, but are not limited to:

  • Develop National HIV and AIDS Monitoring and Evaluation Plan aligned to the National HIV and AIDS Strategic Plan; and coordinate its implementation.
  • Develop National HIV and AIDS Research Agenda aligned to the National HIV and AIDS Strategic Plan, and coordinate its implementation.
  • Coordinate and manage reporting of national non-clinical HIV and AIDS data.
  • Facilitate the development and maintenance of an electronic-based national M&E database for the HIV and AIDS response, with linkages to other M&E systems such as the Bureau of Statistics; HMIS/DHIS; NISSA, and others.
  • Advocate for the harmonization of the M&E systems, data collection tools, and in particular of indicators at national level.
  • Conduct special studies related to HIV and AIDS response in Lesotho to inform national strategic planning for HIV and AIDS.
  • Produce HIV and AIDS progress reports for regional and international reporting on Lesotho progress in the fight against HIV and AIDS.
  • Represent the National AIDS Commission in meetings and relevant fora on monitoring and evaluation as will be directed by Programs Director.
  • Ensure that Lesotho fulfils its reporting obligations based on regional and international HIV & AIDS commitments.
  • Create a repository of all research work on HIV and AIDS and related issues in Lesotho.

  Qualifications ;

  • A post graduate qualification in Monitoring & Evaluation, and Research with an undergraduate degree in Statistics, Economics or other related quantitative specialisations.
  • PLUS five years’ experience at managerial level.  With Proven experience in monitoring and evaluation related to HIV and AIDS programs.
  • Knowledge of data management, interrogation and validation.
  • Proven experience in multi-sectoral stakeholder’s engagement.
  • Proven experience in writing comprehensive reports with a combination of quantitative and qualitative narrative.
