The AU-ILO-IOM-GIZ Joint Labour Migration Programme (JLMP) – Promoting Opportunities, Protection, Employment and Labour Integration (JLMP-Propel) – is a long-term initiative implemented in coordination with key partners, including development agencies, private sector organizations, and civil society. The programme supports the implementation of the 5th Key Priority Area of the Declaration and Plan of Action on Employment, Poverty Eradication, and Inclusive Development adopted in 2015 in Addis Ababa, Ethiopia. Its focus is on intra-African labour migration, contributing to the AU Agenda 2063 Ten-Year Plan and the Sustainable Development Goals (SDGs).

PROGRAMME BACKGROUND

The Swiss Agency for Development and Cooperation (SDC) and the Swedish International Development Cooperation Agency (Sida) have committed to funding the third phase of the JLMP – titled JLMP-Propel. This phase seeks to consolidate achievements from previous phases while addressing emerging labour migration challenges across Africa.

The programme, implemented through GIZ in collaboration with the African Union Commission, aims to enhance labour migration governance and mobility, strengthen protection for migrant workers, facilitate access to decent work opportunities, and promote inclusive and sustainable economic participation.

GIZ contributes technical expertise and institutional support, manages AUC-led activities, and provides technical inputs across all four JLMP-Propel outcome areas. The Monitoring & Evaluation (M&E) Advisor will oversee the design, coordination, and implementation of the programme’s M&E framework, ensuring data-driven decision-making and continuous improvement.

This is a seconded position based at the AUC Headquarters in Addis Ababa, under the supervision of the JLMP-Propel Programme Coordinator. All entitlements and conditions of service will remain in accordance with GIZ employment terms.


CORE TASKS

  • Support the JLMP Programme Support Unit (PSU) in developing and operationalizing the JLMP-Propel M&E Framework in line with AU and donor requirements (BMZ, SDC, Sida).
  • Design and manage comprehensive M&E systems for regular performance and impact tracking.
  • Coordinate data collection, analysis, and reporting across AUC, RECs, Member States, and social partners.
  • Ensure quality assurance and alignment with AU frameworks (MPFA, Agenda 2063, SDGs, JLMP Strategic Framework).
  • Coordinate with ILO, IOM, and other partners to harmonize M&E approaches and ensure coherence with continental and global frameworks.
  • Serve as the focal point for M&E within JLMP-Propel and ensure collaboration with all key partners.
  • Produce regular reports, dashboards, and knowledge products for JLMP governance structures.
  • Integrate M&E activities into programme implementation for informed decision-making.
  • Strengthen institutional capacity of AUC, RECs, and social partners in Results-Based Management (RBM) through training and mentorship.
  • Establish mechanisms for systematic learning, accountability, and visibility of JLMP results.
  • Manage results frameworks, prepare progress reports, and provide data analysis and reporting support.
  • Perform other duties as assigned.

YOUR PROFILE

  • Advanced university degree (Master’s or equivalent) in Social Sciences, Development Studies, Economics, Statistics, Monitoring & Evaluation, or a related field.
  • Minimum 10 years of professional experience in Monitoring & Evaluation, with strong expertise in RBM, indicator frameworks, donor reporting, and M&E systems.
  • Proven experience with qualitative and quantitative research, data management, and M&E tools/software.
  • Excellent analytical, writing, and reporting skills with the ability to synthesize complex information.
  • Strong communication, facilitation, and capacity-building abilities.
  • Demonstrated political sensitivity, intercultural competence, and experience in multi-stakeholder settings.
  • Experience working within international or multilateral organizations is an added advantage.
  • Fluency in English (C2) required; French (C2) is an asset.
  • Willingness to travel across Africa and Europe.
  • Position is open to nationals of AU Member States.
