Background
The Government of Lesotho, through the Ministry of Finance and Development Planning (MoFDP), is preparing the proposed Lesotho Multisectoral Nutrition Project with support from the World Bank.
The project aims to strengthen multisectoral coordination and improve nutrition outcomes through integrated interventions across relevant sectors.
To support effective project preparation and readiness, the MoFDP intends to engage a Monitoring and Evaluation (M&E) Specialist to establish and support monitoring, reporting, results measurement, and data management systems during the project preparation phase.
Objective of the Assignment
The objective of the assignment is to support the Food and Nutrition Coordinating Office (FNCO) and the Multisectoral Nutrition Project under the Ministry of Finance and Development Planning in developing and strengthening monitoring and evaluation systems, results frameworks, reporting mechanisms, and performance tracking arrangements for the proposed project in accordance with World Bank requirements.
Scope of Work
The Monitoring and Evaluation Specialist will undertake, but not be limited to, the following activities:
Monitoring and Evaluation Framework
- Support the development of the project Results Framework and monitoring indicators.
- Develop monitoring and evaluation tools, templates, and reporting formats.
- Establish performance monitoring systems for project preparation activities.
- Develop data collection and reporting mechanisms.
Data Collection and Analysis
- Coordinate the collection, verification, and analysis of project data.
- Ensure quality assurance and validation of monitoring data.
- Support baseline data collection and indicator tracking.
- Analyse project performance trends and prepare statistical summaries.
Reporting and Documentation
- Prepare monthly, quarterly, and progress reports.
- Support the preparation of implementation status reports and management updates.
- Maintain records and databases related to project indicators and outputs.
- Prepare presentations and monitoring dashboards where required.
Coordination and Stakeholder Engagement
- Coordinate with technical departments and stakeholders on M&E activities.
- Support monitoring missions, review meetings, and supervision activities.
- Assist in organising workshops, consultations, and review sessions.
- Liaise with the World Bank team on monitoring and reporting requirements.
Capacity Building
- Support the training of project staff and stakeholders on M&E tools and reporting requirements.
- Provide technical guidance on data management and results reporting.
Roles and Responsibilities
The Monitoring and Evaluation Specialist will:
- Lead monitoring and evaluation activities during project preparation.
- Support the development of project indicators, targets, and reporting systems.
- Ensure timely collection, analysis, and reporting of project data.
- Monitor progress against project preparation milestones and deliverables.
- Maintain accurate project monitoring records and databases.
- Prepare periodic progress reports and management briefs.
- Support compliance with World Bank reporting requirements.
- Provide technical support during World Bank implementation support missions and reviews.

Duration of the Assignment
The assignment is for a period of five (5) months from the date of contract signing.
Reporting Arrangements
The Monitoring and Evaluation Specialist will report to the Project Coordinator within the Ministry of Finance and Development Planning and will work closely with the Food and Nutrition Coordinating Office (FNCO), other technical ministries, and the World Bank task team.
Qualifications and Experience
Education
Applicants must possess:
- A Bachelor’s Degree in Monitoring and Evaluation, Statistics, Economics, Public Health, Development Studies, Social Sciences, Project Management, or a related field.
- A Master’s degree in a relevant field will be an added advantage.
Experience
Applicants must have:
- At least seven (7) years of relevant professional experience in monitoring and evaluation for donor-funded projects.
- At least three (3) years of demonstrated experience working on World Bank-funded projects or similar donor-funded programmes.
- At least three (3) years of proven experience in developing and implementing Results Frameworks, indicator tracking systems, data collection tools, and reporting mechanisms for donor-funded projects.
- At least three (3) years of experience preparing progress reports, monitoring dashboards, analytical reports, and performance monitoring reports.
- Demonstrated experience of at least three (3) years in data management, data analysis, results tracking, and project performance monitoring.
- At least three (3) years of practical experience applying monitoring and evaluation methodologies, results-based management systems, and performance measurement frameworks.
- Proven experience in successfully conducting at least two (2) survey studies from inception to completion, including study design, development of data collection tools, field coordination, data analysis, and preparation of final analytical reports.

Selection Method
The Monitoring and Evaluation Specialist will be selected in accordance with the World Bank Procurement Regulations for IPF Borrowers, Seventh Edition, September 2025, using the Individual Consultant Selection (ICS) method.
Duty Station
The Monitoring and Evaluation Specialist will be based in Lesotho, with travel to project sites and participating ministries as required.
