Position: Monitoring and Evaluation Specialist
Reports to: Programme Component Manager – RVCL+
Duration: Until 30 September 2026 (possible extension to 30 April 2027)
Duty Station: Maseru, Lesotho
A. Tasks and Responsibilities
❖ Support coordination and communication with relevant stakeholders and projects in Lesotho and selected Member States to foster collaboration in the development of selected value chains
1. Background
The Government of Lesotho has received support from the European Union and the Government of Germany to implement the project: “Lesotho economic growth, job creation and Economic Partnership Agreement (EPA) implementation support programme”, also known as Regional Value Chain Lesotho (RVCL+), which aims to support regional value chains.
The objective is to improve access to identified value chains through capacity building of relevant stakeholders in Lesotho and selected Southern African Development Community (SADC) countries. The goal is to create an enabling environment for private sector development, and to improve the capacity of MSMEs to manage selected value chains under the EPA framework.
The identified value chains include:
• Agro‑processing: essential oils, seed oils, natural ingredients, cosmetics, herbs, spices
• Light industry: apparel, duck and goose feathers for textiles and bedding
• Digital services serve as a supporting measure to both value chains
2. Core Responsibilities
❖ Support coordination of outputs and execution of project measures, including contributions to monitoring and evaluation requirements and strengthening the project’s M&E system
❖ Support tasks required for project implementation, including research, baseline establishment, monitoring of progress and impacts, and technical contributions
❖ Support management of advisory work conducted by consultants, including procurement assistance and quality assurance of deliverables
❖ Participate in planning and implementing consultations, meetings, and workshops with stakeholders; contribute to knowledge management
❖ Contribute to development of knowledge products (technical policy briefs, fact sheets, case studies, success stories)
❖ Contribute to quarterly and annual progress reports for donors and the Government of Lesotho; contribute to communication and visibility outputs
❖ Support project communication across all platforms (press releases, news items, social media content, newsletters, stakeholder event materials)
B. Required Qualifications, Competences and Experience
Qualification
❖ Bachelor’s degree in a field related to the project objectives (e.g. Trade, Agriculture, Economics, Business Administration, or related fields)
Professional Experience and Competences
❖ Experience in international development cooperation
❖ Very good working knowledge of ICT technologies and computer applications (MS Office, Outlook, MS Teams); online publishing platforms an advantage
❖ Previous experience with data, monitoring, evaluation, and reporting
❖ Excellent communication and technical writing skills; ability to create graphs, figures, and information products; familiarity with social media trends
❖ Ability to facilitate workshops and events (advantage)
❖ Strong teamwork and intercultural skills; self‑driven, quick to learn, flexible, highly motivated
❖ Business‑fluent in English
