  1. The Government of Lesotho (GoL) has received financing from the African Development Fund (ADF) for the implementation of the Lesotho e-Government Infrastructure Phase II Project and it is intended that part of the proceeds of this financing will be applied to eligible payments under the contract for provision of consultancy services for Monitoring and Evaluation Specialist.
  • The overall objective of the project is to drive digital finance and financial inclusion by improving access to reliable digital Services, particularly among citizens living in rural and unserved areas. The aim is to provide access to a diverse range of financial products and services for individuals as well as small, medium and large businesses through the expansion of digital infrastructure and services, which will lead to creating jobs, and contributing to Lesotho’s economic growth.
  • The Scope of Services for the consultant includes, but not limited to the following:
  • To develop and implement a comprehensive and robust project specific M&E system, in consultation with the Project Coordinator, Planning Section, implementing partners and stakeholders as appropriate.
  • To lead and support the systematic gathering of quantitative and qualitative data for monitoring and reporting progress on implementation of the project activities.
  • To design appropriate tools for collection of information for monitoring, evaluation and reporting
  • To continuously track and periodically report on progress being made towards achievement of set project targets.
  • To support reporting and tracking of Environmental and Social aspects of the project under the supervision of the Project Coordinator.
  • The Ministry of Information, Communications, Science Technology, and Innovation now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide CVs that they are qualified and have skills to perform the services (description of similar assignments, experience in similar conditions).
  • Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy and Methodology for the African Development Bank Group Funded Operations, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
  • Expressions of interest must be delivered by mail electronically or physically in sealed envelopes clearly marked “Expression of Interest – Provision of consultancy services for the Monitoring and Evaluation Specialist” to the address indicated below by Friday 24 November 2023 at 12:00 Noon.
